Dalian Customs promotes the expansion and quality improvement of the comprehensive bonded zone through diversified innovation
According to statistics from Dalian Customs, from January to May this year, the total import and export of Dalian Dayaowan Comprehensive Bonded Zone and Wanli Comprehensive Bonded Zone reached 33.222 billion yuan, a year-on-year increase of 21%, accounting for 16.2% of the city's total foreign trade value. The comprehensive bonded zone has become an important platform for serving the development of Dalian's foreign trade.
Starting from April this year, Dalian Customs has implemented 24 measures to expand and improve the capacity and quality of the comprehensive bonded zone, promoting diversified innovation in "bonded+" and promoting the development of new formats and models of bonded maintenance, testing, and leasing. In the field of bonded maintenance, we will fully promote the "Alice Global After sales Service Center" project, guide enterprises to establish dedicated bonded maintenance accounting books, and explore the compliant circulation path of maintenance products; In the field of bonded testing, actively promote the application of semiconductor bonded testing projects, tailor regulatory plans, and help enterprises reduce operating costs; In the field of bonded financing leasing, we have optimized the process of remote entrusted supervision and supported the development of major technical equipment businesses such as aircraft and ships. We have successfully launched 8 batches of bonded leasing aircraft business, with a total value of 4.8 billion yuan.
Dalian Customs actively explores new paths for integrated development of domestic and foreign trade, implementing measures such as "optimization and adjustment of key commodities". This policy benefits more than 100 enterprises in Dalian, and a total of 30000 tons and 130 million yuan worth of scrap and by-products are allowed to be sold domestically. Enterprise profits are expected to increase by more than 30%. Actively promoting the "commissioned processing" policy to benefit more enterprises, supporting local enterprises such as Haier Electric to undertake orders from outside the area, and achieving "one production line, two markets".
In addition, Dalian Customs is fully committed to serving major project construction and assisting Dalian in building a bulk resource commodity storage and transportation base. We support the bonded blending business of bulk commodities such as copper concentrate, enhance the resilience of the industrial and supply chains, and have carried out 7 batches of bonded blending operations for copper concentrate. Promote the import of key equipment and components for the Dalian Hynix Semiconductor Phase III project to enjoy preferential customs clearance, benefiting approximately 500 batches of imported equipment with a total value of 700 million yuan, providing customs clearance guarantees for the early production of the project.
On the basis of consolidating existing achievements, Dalian Customs will promote the in-depth development of capacity expansion and quality improvement in the comprehensive bonded zone. Various measures will take root and bear fruit in Dalian, striving to form more innovative practices and institutional achievements with Dalian characteristics, and contribute customs strength to achieving new breakthroughs in serving the comprehensive revitalization of Northeast China.
