'One enterprise, one strategy' activates the surging momentum of lithium batteries going global
On the banks of Hangzhou Bay, summer tides are surging. In the packaging workshop of a new energy battery enterprise in Qianwan New District, Ningbo, boxes of lithium batteries about to be exported are neatly stacked, and customs officers quickly complete the inspection of dangerous goods packaging through the reserved channel. In less than half a day, this batch of goods has obtained the "Identification Results for the Use of Outbound Dangerous Goods Transport Packaging" and is about to be shipped to overseas markets.
We are a lithium battery production enterprise that has just entered the Qianwan Comprehensive Bonded Zone. Currently, driven by the demand in the Middle East market, the export orders for energy storage equipment continue to rise. This is a microcosm of Ningbo Customs' targeted efforts and empowerment of lithium battery products to expand overseas sales in Hangzhou Bay New Area Customs. Since the beginning of this year, the Customs of Hangzhou Bay New Area has focused on the development needs of the lithium battery industry in its jurisdiction, carried out in-depth policy promotion and on-site visits, and adhered to the principle of prioritizing supervision and sinking services. Customs officers conducted on-site inspections of production pain points in enterprises, provided on-site assistance to rectify operational shortcomings, and immediately consolidated the main responsibility of enterprises for safety production, ensuring that lithium battery exports are both "fast" and "stable".
In response to the concerns of enterprises about customs clearance efficiency, the Hangzhou Bay New Area Customs has implemented the "one enterprise, one policy+appointment inspection" model. Based on each enterprise's export declaration plan, the inspection time is arranged in advance to achieve "continuous production and inspection without waiting". Under the premise of strict safety supervision, rapid inspection and release of dangerous goods packaging for exported lithium batteries will be implemented, achieving same day inspection and issuing identification results on the same day. Since the beginning of this year, the customs has issued 143 identification results for the use of packaging in the transportation of dangerous goods for export related to lithium batteries, significantly improving the logistics turnover efficiency of enterprises.
At the same time, the Hangzhou Bay New Area Customs has set up a dedicated window for new energy export services in the business hall, integrating multiple convenient measures such as paperless declaration. On the one hand, the comprehensive implementation of electronic issuance of dangerous goods packaging certificates allows enterprises to obtain identification certificates online without leaving their homes, effectively saving travel time and document circulation costs. On the other hand, "one-stop policy" services such as certification consultation guidelines for special window supporting products are provided to address various standard and regulatory questions encountered by enterprises during the export process. Dedicated personnel are arranged to connect and provide real-time answers, achieving direct policy guidance and quick resolution of difficult problems.
A series of precise assistance measures have been combined to continuously drive the steady increase in the export scale of lithium batteries in the jurisdiction. From January to April this year, the customs supervised the export of lithium batteries worth nearly 640 million yuan, of which Ningbo Qianwan Comprehensive Bonded Zone exported 530 million yuan, a year-on-year increase of 6.57 times.
