Recently, under the supervision of customs officers from Lushun Customs under Dalian Customs, a 309000 deadweight ton LNG dual fuel super large oil tanker was successfully delivered for export.
It is reported that the delivered ultra large oil tanker belongs to a high-end, green, and intelligent LNG dual fuel vessel. The vessel integrates efficient propulsion systems and advanced energy-saving technologies, fully meeting the global demand for green and low-carbon development in route operations. It has reached international advanced levels in economic performance, environmental protection, and safety.
In recent years, facing the deep adjustment of the national shipbuilding industry pattern and the iterative upgrading of market demand, Liaoning's shipbuilding industry has accelerated the development of overseas markets through technological breakthroughs and product iterations, keeping up with the global shipping industry's green and low-carbon transformation pace.
During the ship delivery process, the customs provided us with professional guidance in unloading large equipment, delivering the entire ship, and supervising ship hygiene, providing a solid guarantee for the timely delivery of the ship for export, "said Yin Feng, the head of the procurement department of Dalian COSCO Shipping Kawasaki Ship Engineering Co., Ltd.
The shipbuilding industry has the characteristics of large equipment and vessel volume, long construction cycle, and multiple regulatory projects, which have high requirements for customs supervision. In response, Lushun Customs relies on technological means such as location tracking, visual monitoring, and remote inspection to create a new intelligent supervision model of "direct unloading, direct loading, direct return, and direct shipping". In response to the problem that goods cannot be directly unloaded at the shipyard of the enterprise's production operation in the traditional mode, we will promote the "ship side direct lifting+out of area inspection" to achieve "direct unloading" of imported large-scale equipment at the dock. In the face of the inability of ultra large vessels to enter the supervised work site for delivery and export, "positioning tracking+visual monitoring" is activated to achieve "direct installation" of export large vessel segments in the factory. In addition, through the "smart quarantine+remote inspection" method, efficient procedures such as obtaining health and quarantine certificates for ships can be carried out, achieving "direct departure" of newly built ships for export.
According to statistics, from January to May this year, the export value of ships in Liaoning Province was 21.65 billion yuan, a year-on-year increase of 120%. (Du Siying, Su Bin/text)
