Liaoning launches 35 new measures for free trade to safeguard cross-border investment and trade facilitation

Shenyang, May 18 (Xinhua) -- The Notice of the People's Government of Liaoning Province on Drawing on and Promoting the Experience of the Ninth Batch of Reform and Innovation in China (Liaoning) Pilot Free Trade Zone (hereinafter referred to as the "Notice") was released on May 18.

As the core hub of Northeast China's opening-up to the outside world, Liaoning Pilot Free Trade Zone is fully committed to promoting reform and innovation practices, forming 35 reform and innovation experiences, aiming to create a more efficient, convenient, and fair international business environment for cross-border enterprises, international investors, and foreign talents.

The Notice covers six key areas and accurately connects international economic and trade rules with market demand.

In the field of government function transformation, six innovations have been launched, including the "Airport Partner" industry service and environmental digital supervision, to enhance the efficiency of government services through digital reform; Ten measures have been introduced in the field of trade facilitation, covering the entire process of port clearance through a digital platform of "monitoring and warning+regulatory services" and integrated services such as "customs and port intelligence", significantly reducing clearance time and lowering trade costs.

In the field of financial innovation, three achievements have been launched, including the integration of domestic and foreign currency bank settlement account system, and a new mechanism for cross provincial collaborative review of cross-border RMB business, to help cross-border capital flow more freely and efficiently; In the field of industrial transformation and upgrading, focus on five innovations, including the low altitude industrial Internet platform and the diversified marketing of "public overseas warehouse+selection center", to enable the development of new foreign trade formats.

In the field of opening up to the outside world, there are 8 services including efficient management of foreign high-tech talent immigration, response to foreign intellectual property disputes, and guarantee of foreign crew departure and shift change services, comprehensively improving the level of international talent and enterprise services; At the same time, three measures will be launched in the field of international standard setting to promote the integration of ship container transportation of electric vehicles, bonded green methanol refueling and other fields with international standards.
