On May 25th, entering the Lanshan Port Area of Rizhao Port in Shandong Province, a "African Owl" ship loaded with 35100 cubic meters of imported logs slowly docked. Under customs supervision, bundles of New Zealand logs are transported from the deck of cargo ships to the timber yard.

Rizhao Port, as an important hub of the "the Belt and Road", is the largest log import port in China, with superior traffic location, prominent advantages of "front port and back park", and strong demand for imported logs.

Our business volume has significantly increased this year, and our customers' demand for New Zealand radiation pine is particularly urgent, "said Zhang Haoyuan, a salesperson at Rizhao Runfeng International Logistics Co., Ltd. Since the beginning of this year, the wood processing industry has rebounded, and the order volume of enterprises in southern Shandong has steadily increased. Efficient customs clearance has become the key to safeguarding the interests of enterprises.

Rizhao Customs, a subsidiary of Qingdao Customs, continues to optimize its supervision mode. Based on risk analysis, it uses the "telecommunications quarantine+ship side quarantine" mode to minimize port clearance time.

Before the ship arrives at the port, the customs will grasp the arrival information in advance, implement measures such as advance declaration and appointment inspection, "said Ma Chao, the head of the Inspection Department of the Rizhao Customs Office in Lanshan Port. Currently, enterprises can declare in advance through online platforms, complete pre inspection before the ship arrives at the port, and start loading and unloading operations after berthing. From customs inspection to cargo release, the fastest time is only one day, greatly reducing the turnover time of goods.

At the same time, in response to the difficulties of high professional barriers, difficult on-site identification, and long sampling and inspection processes in timber identification, customs officers use the "Jianmu" intelligent identification system for timber to assist. The system consists of polishing equipment, mobile operating terminals, standard reference samples, etc. It can complete the initial screening and identification of wood types on site, greatly saving the time for customs clearance of goods.

According to statistics, in the first four months of this year, Rizhao Port imported a total of 3.133 million cubic meters of logs, a year-on-year increase of 5.6%. Next, Rizhao Customs will continue to optimize customs clearance facilitation measures, continuously improve the quality and efficiency of customs clearance supervision services, and safeguard the transformation and upgrading of the timber industry and the high-quality development of green, low-carbon and green industries.
