On May 12th, several automatic stacker cranes were precisely shuttling along the tracks between high-rise shelves in the Baijie Lingang Automatic Stereoscopic Warehouse in Meishan Port Area, Zhoushan Port, Ningbo. A batch of bulk goods is being transferred to the loading area through an automatic sorting conveyor line. Prior to this, this batch of bulk cargo had completed all customs clearance procedures and was about to be packed and shipped to the Netherlands. The "inspection before shipment" mode places the inspection process before packing. In this mode, export LCL goods enter the customs supervision site in bulk form, and after completing the entire process of declaration, inspection, and release, they are packed and shipped. From January to April, the value of goods under the "inspection before shipment" mode supervised by Ningbo Customs has exceeded 30 billion yuan.

Ningbo's foreign trade economy continues to steadily improve in quality, with private enterprises becoming the core engine of foreign trade growth, and new formats such as cross-border e-commerce and export LCL maintaining a high-speed development trend. Faced with the new trend of small batch, multi batch, and fast turnover in foreign trade orders. Based on the actual needs of enterprises, Ningbo Customs continues to deepen the reform of export LCL business and promote the "inspection before shipment" supervision mode. As of the end of April this year, this model has supervised a total of 287000 LCL shipments and 68000 TEUs for export.

"It is understood that under this mode, the customs clearance time for export LCL inspection goods can be compressed to within one day, and the enterprise's ability to accept orders and market competitiveness will continue to strengthen.

Based on the advantages of the linkage between customs and ports, the pilot scope of the "inspection before shipment" mode has been expanded to 15 consolidated warehouses, and different trade types have been connected to provide one-stop supervision services such as customs declaration, storage, inspection, packing, and release of goods.
