The negative list management mechanism for data export in Beijing has been expanded from free trade zones to the entire region
Xinhua News Agency, Beijing, May 11 (Reporter Ji Ning) On the 11th, reporters learned from the press conference held in Beijing that the Beijing Internet Information Office, Beijing Municipal Bureau of Commerce, and Beijing Municipal Administration of Government Affairs Services and Data jointly released the "China (Beijing) Pilot Free Trade Zone, National Comprehensive Demonstration Zone for the Expansion and Opening of the Service Industry Data Outbound Management List (Negative List) (2025)" and supporting management measures, expanding the negative list management mechanism of data outbound from the free trade zone to the whole provincial administrative region.
The reporter learned that the "two zones" negative list policy in Beijing is designed according to the "1+9" system, which includes one set of "two zones" management measures and nine negative lists in different fields, and a one-time construction of a data export negative list management system applicable to the entire city. In terms of applicable regions, the scope of the "two zones" negative list has been expanded from the pilot free trade zone to the comprehensive demonstration zone for expanding the opening up of the national service industry (i.e. the entire city of Beijing), thus achieving a comprehensive expansion. In terms of coverage areas, the "Two Zones" negative list covers a total of 9 industry sectors, 67 business scenarios, and 612 fields, mainly including two categories. One is that the first batch of negative lists for free trade zones will be directly transformed into the "Two Zones" list, covering five fields including automobiles, pharmaceuticals, civil aviation, retail, and artificial intelligence. Secondly, a new negative list has been compiled for four areas: medical devices, autonomous driving (intelligent connected vehicles), trade logistics, and banking.
Wang Fei, deputy director of Beijing Internet Information Office, said that in view of the fact that the number of users increased and the management chain extended after the policy upgrade and expansion, in order to improve the negative list management system and iteratively optimize government service measures, Beijing will optimize and upgrade the negative list management measures of the Free Trade Zone. For example, in terms of application and approval, a comprehensive evaluation of the implementation of the negative list policy in the early stage of the free trade zone and feedback from enterprises will be conducted to further reduce the application process and materials for enterprises. According to the principle of minimum necessity, only "one form" and "one book" (i.e. "Application Form for Use" and "Enterprise Commitment Letter") will be retained, and all other application materials will be cancelled.
