Combining warehouse consolidation and sea rail intermodal transportation, Yiwu's "inspection before shipment" cargo value exceeds 1.3 billion yuan, setting a new high
On the morning of April 24th, a consolidation truck carrying over a thousand pieces of bulk cargo with a value exceeding one million yuan, after completing customs clearance procedures, slowly drove out of the consolidation warehouse at Yiwu Railway Port through the "inspection before shipment" mode. By now, the value of "inspection before shipment" goods under Yiwu Customs supervision will exceed 1.3 billion yuan in 2026, surpassing the total value of "inspection before shipment" supervision for the whole year of 2025.
Yiwu's small commodities have broken through the big market and become a large industry, forming the "Yiwu Development Experience", which is a successful practice of developing county-level economy according to local conditions.
Yiwu, as the world's capital of small commodities, is the birthplace of the new trade model of market procurement. This trade method, which is in line with the export characteristics of Yiwu's small commodities of "small batches, multiple categories, and multiple batches", has been welcomed by small and medium-sized enterprises since its launch. However, the proportion of LCL (Less than Container Load) in the export containers purchased and traded in Yiwu market exceeds 50%, and the traditional model of "LCL before customs clearance" needs to be adjusted.
To this end, Yiwu Customs actively responds to industry demands and innovatively proposes the "inspection before shipment" supervision mode, which puts the inspection process before the packing, adjusts the "physical integration before inspection and release" to "inspection and release before physical integration". After the goods enter the supervision site, they can be inspected in batches, and after passing the inspection, they can be packed and shipped, realizing the parallel operation of inspection and packing, effectively solving problems such as "difficulty in unpacking and packing, difficulty in finding goods during inspection, and difficulty in restocking after unloading". After the reform, the efficiency of goods export increased by 30%. In 2023, the first innovative pilot model of "inspection before shipment" will be launched in Yiwu, China; In 2024, Yiwu will launch a new round of comprehensive international trade reform, with "inspection before shipment" for export LCL goods as a key issue; Afterwards, the General Administration of Customs will include "inspection before shipment" in the list of experience replication and promotion for the reform pilot of national free trade zones; In 2025, Yiwu will promote this regulatory model to the field of cross-border e-commerce.
At the beginning of this year, the customs launched the "consolidation warehouse+sea rail intermodal transportation" model based on the "inspection before shipment" business, which was well received by enterprises and led to a rapid growth in the volume of "inspection before shipment" business. Under the new mode, the inspection and release information of exported goods is transmitted in real-time to Ningbo Zhoushan Port. Enterprises can handle pre release procedures in advance, and the goods can be loaded onto the cargo ship as soon as they get off the train, saving two to three days compared to traditional sea freight exports. According to calculations, the efficiency of cross-border e-commerce exports can be improved by about 30%, and costs can be reduced by about 15%, injecting new momentum into Yiwu's "selling globally" strategy.
