The "Shan Gang Tong" intelligent transfer import mode has been officially launched

On April 24th, the first batch of 133 foreign trade containers loaded with metal ores were unloaded at Qingdao Qianwan Port and directly transported by the branch ship "Shangang Longkou" to Weihai Port, marking the official opening of the "Shangang Tong" intelligent transfer import mode and the transition of the "Shangang Tong" intelligent transfer mode from "export breakthrough" to a new stage of "comprehensive integration".

The "Shan Gang Tong" intelligent transfer mode is an innovative and upgraded regulatory model developed by Qingdao Customs based on the actual situation of Shandong ports, drawing on advanced experience from the Guangdong Hong Kong Macao Greater Bay Area. It can achieve intelligent transfer and transportation of goods between ports through a combination of "hub port+branch port" operation architecture. After the opening of the "Shan Gang Tong" intelligent transfer import mode, enterprises no longer need to repeatedly communicate with customs, shipping companies, agents and other units in both places about customs clearance and logistics matters. They only need to check the "combination port" option during customs declaration. After the hub port customs release, they can be transported to the branch port through internal branch ships to complete customs clearance procedures, achieving "one declaration, one inspection, one release".

Compared to the previous two-stage declaration of "customs transfer+customs declaration", the "Shangangtong" intelligent transfer mode eliminates the customs declaration process, saving local enterprises a lot of time and logistics costs.

The construction of the 'Shan Gang Tong' intelligent transfer mode, with Qingdao Qianwan Port as the core hub and linked with branch ports such as Yantai, Weihai, and Rizhao, has achieved a new breakthrough in intelligent transfer supervision of various types of goods between ports, and improved the comprehensive utilization efficiency of ship space by more than 20%, "said Luo Fumao, Deputy Director of the Qingdao Customs Port Supervision Department.

The new model will further strengthen the branch line network through innovative measures such as integrated declaration of manifest, visual tracking of the entire transportation process, and intelligent customs supervision and mutual recognition. The direct berthing rate of branch line ships will be increased to over 95%, and the storage period of imported goods at Weihai Port will be controlled within 2 to 3 days, providing more stable logistics expectations for foreign trade enterprises to import raw materials, equipment, etc., and helping to achieve lower cost control.
