The Ministry of Commerce and the Export Import Bank of China jointly issued a notice on strengthening import and export credit support services for a good start to high-quality business development in the 15th Five Year Plan period

In order to implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council, the Ministry of Commerce and the Export Import Bank of China (hereinafter referred to as the Export Import Bank) recently jointly issued the "Notice on Strengthening Import and Export Credit Support Services for a Good Start to the High quality Development of Commerce in the 15th Five Year Plan" (hereinafter referred to as the "Notice"), guiding local commerce authorities and branches of the Export Import Bank to strengthen cooperation and linkage, increase import and export credit support, accelerate the promotion of high-quality development of commerce, and serve a good start to the 15th Five Year Plan.

The Notice closely follows the key tasks of business work in 2026, further leverages the role of policy financial institutions, and proposes three specific measures. One is to promote innovative development in trade. Focusing on exploring diversified markets, cultivating new foreign trade drivers, and promoting balanced development of imports and exports, we will make full use of import and export credit tools, enrich and improve product services that are suitable for new business models, and provide comprehensive import services throughout the entire chain. The second is to expand the space for two-way investment cooperation. Propose detailed measures from three aspects: attracting and utilizing foreign investment more vigorously, promoting international cooperation in industrial and supply chains, and supporting the construction of high-level open platforms. Support the deep integration and service expansion of import and export banks into high-level opening up, and provide comprehensive financial services. Third, we will work together to build high-quality development along the the Belt and Road. Support the Export Import Bank to focus on the key areas of multilateral and bilateral economic and trade cooperation in the "the Belt and Road" initiative, coordinate financial services for major landmark projects and "small and beautiful" livelihood projects, promote cross-border use of RMB, and strengthen investment and financing services.

The Notice emphasizes that local commerce authorities and branches of import-export banks should strengthen policy coordination, work integration, and information sharing. Under the premise of complying with WTO rules, they should explore and strengthen the synergy between finance, finance, and commerce, focus on foreign economic and trade entities, import and export links, and international cooperation in the production and supply chain, and provide more accurate, efficient, and powerful financial services.

Next, the Ministry of Commerce will work with the Export Import Bank to strengthen supervision and guidance, promote the implementation and refinement of various measures in the Notice, and effectively transform them into practical actions to help enterprises overcome difficulties and make positive contributions to a good start to the 15th Five Year Plan.
