On March 31st, the fuel supply ship loaded with 1390 tons of bonded fuel oil slowly departed from the Guishan Oil Depot of Zhuhai Zhongran Petroleum Co., Ltd., providing "offshore refueling" services for international vessels.
After the implementation of the 'dual warehouse function stacking' reform, it helped us solve a big problem, "said Yuan Meimei, the department manager of the company. Not only did it save 30000 cubic meters of storage capacity, but the average fuel supply time was also significantly reduced, saving more than 60% compared to the past. The fuel supply efficiency was greatly improved, and it received unanimous praise from customers.
Prior to this, there were bottlenecks in the enterprise's fuel supply process: domestically produced fuel oil had to be poured into export supervision warehouses before being physically transferred to bonded warehouses, and only after completing the outbound procedures could it be supplied to ships for use. The operation of pouring tanks from two warehouses is time-consuming and cumbersome, which not only increases the operating costs of the enterprise, but also affects the service experience of the oil receiving party.
How to solve this problem? Wanshan Customs, a subsidiary of Gongbei Customs, went deep into enterprises to identify the bottlenecks and pain points, and actively deepened the "one enterprise, one policy" service model. We have implemented the reform of 'two warehouses with overlapping functions' for ship supplied bonded fuel, which means that the same warehouse has dual functions of bonded warehouse and export supervision warehouse. Fuel does not need to physically flow between the two warehouses, greatly simplifying business processes, realizing on-demand processing for enterprises, and maximizing the compression of customs clearance time. "Li Haiyang, head of the Supervision Department of Wanshan Customs, introduced that the customs has also introduced intelligent devices to monitor inbound and outbound data in real time, greatly improving the accuracy and stability of data monitoring.
In February of this year, the company further expanded its "dual warehouse function overlay" dedicated accounting book, achieving full coverage of the export supervision warehouse reform. As the only enterprise in Gongbeiguan District capable of supplying bonded fuel oil to international shipping vessels, Zhuhai Zhongran Petroleum Co., Ltd. has a business scope that radiates throughout the entire southern region of China. The implementation of a series of reform measures has not only facilitated the supply chain of bonded fuel oil, but also injected new impetus into the high-quality development of the international shipping industry in southern China.
