Li Qiang signs the State Council order to announce the "Regulations of the State Council on Industrial Chain and Supply Chain Security"

The Regulation aims to prevent security risks in the industrial chain and supply chain, enhance the resilience and security level of the industrial chain and supply chain, and maintain economic and social stability and national security. The Regulation consists of 18 articles, mainly stipulating the following contents.

One is to clarify the principles of industrial chain and supply chain security work. Implementing the overall national security concept, coordinating development and security, domestic and international coordination, promoting high-level opening up to the outside world, and promoting stable and smooth global industrial and supply chains in the regulation of industrial and supply chain security work. Clarify the national guidance for the rational and orderly layout of industrial and supply chains, strengthen international cooperation in the field of industrial and supply chains, support the research and development of core technologies in key areas, and promote the high-quality development of industrial and supply chains.

The second is to establish and improve the industrial chain and supply chain security system measures. Establish a sound mechanism for industrial and supply chain security. Specify the responsibilities of relevant departments of the State Council and the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government in the work of industrial chain and supply chain security. Strengthen the security guarantee of the industrial chain and supply chain in key areas, establish and improve information sharing, risk monitoring and early warning, risk prevention, and emergency management systems, and maintain the stable and continuous operation of the production and circulation of raw materials, technology, equipment, products, etc. in key areas.

The third is to stipulate countermeasures and extraterritorial application. For foreign countries, regions, international organizations, as well as foreign organizations and individuals who harm the security of China's industrial chain and supply chain, a system for investigating industrial chain and supply chain security shall be established. Relevant departments of the State Council may conduct investigations on industrial chain and supply chain security based on this system and take countermeasures. Organizations and individuals within our country should implement relevant countermeasures. Any organization or individual that illegally engages in information collection activities related to the industrial chain and supply chain shall be subject to corresponding measures taken by the relevant departments in accordance with the law.
