Fuzhou Customs introduces 16 measures to help improve the quality and efficiency of Fujian's foreign trade
In order to implement the important instructions and directives of General Secretary Xi Jinping and respond to the deployment requirements of the central government to support the high-quality development of Fujian as the core area of jointly building the Belt and Road, Fuzhou Customs recently issued the "Sixteen Measures for Fuzhou Customs to Support the Quality and Efficiency Improvement of Foreign Trade", optimizing the port business environment from five aspects, further promoting import and export growth, expanding high-level opening up, and fully promoting the quality and efficiency improvement of Fujian's foreign trade.
In terms of supporting the construction of the core area of the "the Belt and Road", support the closing operation of Fuzhou Changle International Airport Comprehensive Bonded Zone (Phase II), promote the expansion of Ningde Bonded Logistics Center (Type B), and expand copper concentrate processing trade business; Assist in the construction of Fuzhou Airport Economic Demonstration Zone, promote the "air side direct access" business and "smart travel inspection" scenarios, and enhance the intelligence level of aviation port supervision; Deepen the "cross-border one lock" and "water to water transfer" multimodal transport between Fujian, Guangdong, and Hong Kong, promote the integrated intelligent supervision of the inner port area of the Minjiang River, support the expansion and efficiency improvement of China Europe (Asia) freight trains, and promote the interconnection between the "sea silk" and "road silk".
In terms of improving cross-border facilitation, we will accelerate the replication and promotion of intelligent supervision projects at the agency level, innovate the supervision mode of bulk resource-based commodities, deepen the "collaborative linkage of inspection, verification, and ownership inspection", "recognition of enterprise verification and self-examination results", and "remote video verification" supervision modes, and reduce the frequency of enterprise law enforcement inspections; Continuously promote the reform of the control and inspection mode for high-tech goods such as vacuum packaging, promote the use of intelligent network backup platforms for control and inspection, and assist enterprises in fast entering and exiting goods; Implement preferential trade agreements, tariff reductions, and rules of origin, dynamically adjust the proportion of tax guarantees for bulk commodities, pilot the integration of "two certificates" for imported cars, and reduce enterprise costs.
In promoting the development of green trade, we will deepen the "hand in hand" service of the biopharmaceutical industry chain and ensure the safe introduction of biomaterials; Implement classified supervision on the pilot import of food and drug substances; Optimize the approval of hygiene and quarantine for special goods and items; Pilot joint supervision of "separate box shipment" of exported lithium batteries; Support the pilot import of renewable resources and remanufactured products, establish monitoring points for new energy batteries, and assist enterprises in responding to carbon related trade policies.
In terms of expanding new space for foreign trade, we will promote the "whitelist" management of imported hazardous chemical raw materials for industries such as integrated circuits and new display panels, support cross-border e-commerce cross customs return and warehouse monitoring pilot projects, and reduce enterprise operating costs; Give full play to Fujian's advantages in Taiwan, support the establishment of a new small-scale commodity trading market in Taiwan, promote the implementation of duty-free shops and outbound tax refund services within the city, and promote consumer convenience.
In terms of improving the level of customs services, we will explore the integration of international economic and trade rules and mutual recognition of standards, deepen joint incentives for AEO enterprises, and guide more high-quality enterprises to become advanced certified enterprises; Establish a monitoring and early warning mechanism for foreign trade situation, innovate and carry out special research on green trade, cross-border e-commerce, etc., to provide reference for leadership decision-making.
