On March 23, Chuangyuan Cosmetics Co., Ltd. (hereinafter referred to as "Shanghai Chuangyuan"), located in the "Oriental Beauty Valley" in Shanghai, declared to Fengxian Customs the import of two types of liquid eye shadow research and development samples. The samples were quickly cleared, and the efficiency was 80% higher than before. According to statistics, Shanghai's "Oriental Beauty Valley" cosmetics industry cluster achieved exports of related products worth 310 million yuan in the first two months, a year-on-year increase of 48.1%.
This is thanks to the General Administration of Customs issuing the "Eleven Measures" on June 30, 2025 to support the high-quality development of the cosmetics industry in "Oriental Beauty Valley". The measures inject new momentum into the development of "Oriental Beauty Valley" from three dimensions: optimizing inspection processes, innovating regulatory models, and improving service efficiency. The promoting effect of policies on the development of the cosmetics industry is gradually emerging. In terms of exports, cosmetics companies can now enjoy policy dividends such as remote local inspections and halving the sampling volume of finished products. The research and development and customs clearance costs of enterprises are effectively reduced, "said Ding Zhizhong, the head of the enterprise management department of Fengxian Customs under Shanghai Customs.
The current pace of cosmetic product updates is fast, and the import of research and development samples is also very frequent. Last year, we imported an average of 4 batches of samples per day, "said Wu Meifang, Director of Public Affairs at Shanghai Chuangyuan." At the beginning of this year, we successfully obtained the 'whitelist' enterprise code for samples, and there is no need to submit duplicate materials when importing and testing research and development samples, greatly improving customs clearance efficiency
The "Eleven Measures" specify that for enterprises recommended by local governments to customs and included in the "White List", when importing samples for testing and research and development, they can submit relevant information on their qualifications through online platforms in one go, greatly simplifying the review process. As of the end of February, 22 enterprises in Fengxian District have been included in the "white list" of all types of "eleven measures".
Not only the research and development stage, but also the export customs clearance process is accelerating. Fengxian Customs has taken the lead in implementing the country's first remote local inspection mode for cosmetics. Through the method of "video connection+real-time capture+data retention", customs officers can connect with enterprise personnel in real-time through the network system, completing inspection, sampling and other operational processes in just 25 minutes.
The "Eleven Measures" also optimized the sampling strategy for small-sized cosmetic products. Yang Hui, Industrial Operations Director of Yingtefeile Cosmetics Company, said, "After the implementation of the 'Eleven Measures', the sampling size of a single batch of finished products in laboratory testing has been reduced to half for eye cosmetics with a net content of only 0.2 grams per exported product, which greatly helps us save costs.
