On March 23rd, Huasheng Online reported that the General Administration of Customs, together with 24 departments (units), recently jointly deployed the 2026 Cross border Trade Facilitation Special Action. On the basis of last year, 20 cities including Changsha participated in the pilot of the special action. Changsha Customs, based on the actual situation in Hunan, has studied and formulated the "Several Measures of Changsha Customs on Further Optimizing the Port Business Environment and Promoting Cross border Trade Facilitation", which consists of 25 measures, focusing on stabilizing orders, expanding markets, and increasing efficiency, continuously improving the level of cross-border trade facilitation. It will be released and implemented from today.
In terms of tax reduction and exemption, we will make precise use of tax reduction and exemption policies, conduct audits for domestic encouraged projects worth 50 million yuan or more, implement preferential import tax policies for major technical equipment, and help promote industrial upgrading. Establish a list of benefits shared by countries along the "the Belt and Road", optimize the origin certification process, and guide more enterprises to identify approved exporters and issue their own declaration of origin.
In terms of expanding trade with Africa, we will implement China's policy of zero tariffs on 100% of taxable products from 53 African countries that have established diplomatic relations with China, and promote more African specialty products to enter Hunan and the market. We will deepen the implementation of the pre evaluation system for food imports from Africa to China, establish a dedicated "green channel" for African agricultural and food products to be exported to China, and implement immediate application, review, and priority inspection.
In terms of serving new quality productivity, support the expansion of the "white list" coverage of key raw material imports for strategic emerging industries; Pilot replication and promotion of the "Lithium Battery Packaging Product Line Qualification Assessment Model", expanding the scope of the "Separate Box Shipping" linkage supervision model, and helping to expand the export of the "New Three Samples". Encourage the development of the new business model of "bonded+" and allow enterprises within the comprehensive bonded zone to carry out bonded maintenance of the group's self-produced mechanical and electrical products with both ends outside.
In terms of international logistics channels, we will deepen the "apron direct delivery" and "zone port linkage", implement the "air side direct delivery" regulatory reform, and improve the operational efficiency of air export goods; Expand the business models of "air water intermodal transportation" and "air rail intermodal transportation", and connect the industrial layout of Changsha Comprehensive Bonded Zone and Airport Economic Zone. Relying on the construction of Terminal 3 at Changsha Airport, the "Smart Travel Inspection" system will be upgraded simultaneously, optimizing the customs clearance process of characteristic routes, and helping to build a regional air cargo hub. Coordinate the temporary opening of Yueyang Sanhe Airport.
