Haikou, March 19 (Xinhua) -- The 22nd batch of institutional integration innovation cases of Hainan Free Trade Port was released on the 19th, and 7 cases including the "One Net" for intelligent governance of national land and space were selected.
A network for intelligent governance of national territory and space. We are the first in the country to create a "one network" for intelligent governance of national land and space. By constructing a base map, a set of data, a platform, and N "machine management+" series of application scenarios, we implement full lifecycle management and full process tracking of all types of natural resource elements such as land, forest land, ocean, and mineral resources. We promote multi domain spatial collaborative governance, cross departmental data sharing and mutual recognition, and realize the visualization, querying, and scheduling of various element information, providing accurate element guarantees for project implementation and enterprise development.
Fully implement a minimalist investment approval system. We will take the lead in fully implementing the minimalist approval investment system nationwide, formulate and promulgate local regulations on minimalist approval, promote minimalist approval reform in the investment field according to industries, and comprehensively promote a series of reforms such as comprehensive licensing system, market access commitment system, credit exemption, and cross regional mutual recognition and universality. We will deepen the minimalist approval reform in the field of engineering construction projects, promote deep level changes in the concept, system, and style of approval services, and minimize institutional transaction costs for business entities.
Germplasm resources facilitate customs clearance and rapid utilization. We will take the lead in promoting a new model of convenient customs clearance and rapid utilization of germplasm resources nationwide, establish an efficient and collaborative institutional innovation system for resource introduction, plant quarantine, intellectual property protection, and variety approval, accelerate the introduction, development, and utilization of excellent germplasm resources from overseas, serve and guarantee scientific research and breeding innovation in southern breeding, and make Hainan's contribution to China's achievement of scientific and technological self-reliance in the seed industry and independent and controllable seed sources.
A model for the integrated reform of education, technology and talent in Yazhou Bay Science and Technology City. Taking Sanya Yazhou Bay Science and Technology City as a pilot platform, focusing on the two major strategies of seed industry revitalization and deep-sea scientific and technological innovation, we will deepen the reform of education, science and technology, and talent integration, and innovate a new model of integrated development of education, science and technology talents, including facility co construction, platform sharing, project co research, talent co education, and director co management.
The institutional integration innovation cases released this time also include the pilot project for the full life cycle management of state-owned assets in Sanya City, the "one ship dual-use+cross customs direct supply" for bonded oil refueling, and the coordinated facilitation reform of "review, management, law and information". So far, Hainan Free Trade Port has cultivated 22 batches of 181 institutional integration innovation cases, of which 41 have been promoted nationwide.
