On March 27th, the fifth comprehensive bonded zone in Tianjin, Tianjin Lingang Comprehensive Bonded Zone, was officially closed and put into operation. On that day, under the supervision of Tianjin Lingang Customs, two transport vehicles carrying vibrating screen goods entered the Lingang Comprehensive Bonded Zone through the checkpoint, marking the smooth landing of the first bonded business in the Lingang Comprehensive Bonded Zone.
The Tianjin Lingang Comprehensive Bonded Zone was established in June 2023 with the approval of the State Council, with a planned area of 5.56 square kilometers. It has the advantage of being located near the port and the sea, and integrating the district and the port. It has a solid foundation in high-end manufacturing industries such as marine engineering equipment and shipbuilding, and is a special customs supervision area in Tianjin with a focus on the development of high-end equipment manufacturing, large-scale engineering machinery and other advantageous industries.
With the official closure and operation of the Comprehensive Bonded Zone, enterprises within the zone can enjoy tax incentives such as tax exemption for imported machinery and equipment, infrastructure materials, first tier bonded entry, second tier tax refund, and selective taxation for domestic sales in accordance with the law.
Based on the advantages of industry and location, the Lingang Comprehensive Bonded Zone will focus on the development needs of high-end manufacturing and continue to cultivate the characteristic business model of "bonded+". Tianjin Customs supports enterprises in marine engineering equipment, shipbuilding, large-scale engineering machinery, etc. to carry out bonded maintenance, bonded research and development, processing trade, financing leasing and other businesses, expand high value-added bonded business forms, and help enterprises extend their industrial chain and enhance their value chain.
At the same time, Tianjin Customs has comprehensively implemented the "smart comprehensive protection" supervision mode in the Lingang Comprehensive Bonded Zone, relying on information technology to improve supervision efficiency and customs clearance efficiency. Simplify the declaration process through "one order, multiple reports", achieve data sharing and automatic circulation of customs declaration forms, release documents, and annotation lists, optimize logistics traffic mode based on "information separation and same route driving", and promote efficient linkage between districts and ports. Implement warehouse grid management and seamless supervision to reduce compliance costs for enterprises and improve customs clearance convenience.
