Jilin's cross-border e-commerce import and export scale reaches a new high
Changchun, March 2 (Xinhua) -- Liu Lifang, Deputy Director of the Department of Commerce of Jilin Province, introduced in Changchun on the 2nd that under the "leading goose" effect of the comprehensive pilot zone, the scale of cross-border e-commerce import and export in the province continues to expand, reaching 13.16 billion yuan in 2025, a year-on-year increase of 153%, the highest in history, and demonstrating strong development momentum.
On the same day, at a press conference held by the Jilin Provincial Government Information Office, Liu Lifang introduced to the media the achievements of the construction of the Jilin Cross border E-commerce Comprehensive Pilot Zone and the measures to further optimize the business environment in the foreign trade field.
At present, Jilin Province has four national cross-border e-commerce comprehensive pilot zones: Changchun, Hunchun, Jilin, and Yanji. In recent years, the Department of Commerce of Jilin Province has promoted the implementation of a series of facilitation policies such as "list verification and consolidation statistics", "tax exemption without tickets", and "income tax verification and collection", and has initially constructed a development pattern of differentiated development, coordinated competition, and unique characteristics. In the latest round of national comprehensive test zone assessment and evaluation, all four comprehensive test zones in Jilin Province have entered the ranks of "good results", ranking first in the overall performance of the three northeastern provinces.
Liu Lifang stated that the province will compare the national assessment and evaluation index system, implement tasks one by one, improve weekly communication and monthly scheduling mechanisms, and promote each comprehensive pilot zone to make up for shortcomings, strengthen areas, and improve levels. At the same time, support regions with conditions to apply for the construction of a new batch of comprehensive pilot zones and strengthen the new forces.

It is reported that Jilin Province will formulate and issue detailed rules for the implementation of cross-border e-commerce support policies, coordinate foreign economic and trade development funds, support comprehensive pilot zones to take the lead in subject cultivation, park construction, logistics smoothness and other aspects, deepen "government enterprise school enterprise" cooperation, strengthen cross-border e-commerce talent cultivation and enterprise incubation, and stimulate the innovation vitality of market entities.
Liu Lifang stated that the Jilin Provincial Department of Commerce will improve the normalized linkage mechanism with customs, taxation, foreign exchange, credit insurance, finance and other departments, focusing on core links such as customs clearance facilitation, tax incentives, foreign exchange settlement, etc., to solve the difficult problems of enterprises in customs clearance, tax refund, foreign exchange settlement, financing and other aspects, and make every effort to create an inclusive and prudent regulatory environment and a high-quality service environment covering the entire chain, so that enterprises can develop, dare to develop, and develop quickly.
