As an important dangerous goods import and export port in northern China, Rizhao Port has a wide range of dangerous goods import and export business categories and significant regulatory responsibilities. Rizhao Customs, a subsidiary of Qingdao Customs, focuses on its supervisory and service responsibilities, providing precise assistance to enterprises in solving the difficulties of exporting dangerous goods through customs clearance. With efficient supervision and caring services, it ensures the compliant and smooth export of dangerous goods in its jurisdiction, continuously strengthens the port security line, and helps foreign trade enterprises explore overseas markets.

Recently, during an on-site inspection of 220 barrels of paint declared for export by a certain enterprise in the jurisdiction, customs inspectors in Rizhao found that the batch of goods belongs to Class 8 dangerous goods with corrosiveness, corresponding to the UN number UN3066. However, the packaging of goods used by the enterprise does not have dangerous goods transportation labels affixed as required, which poses a clear compliance hazard.

The inspection personnel of Rizhao Customs strictly follow the relevant provisions of the Import and Export Commodity Inspection Law of the People's Republic of China, informing the enterprise that the packaging and transportation labels of the goods on this shipment are unqualified and require technical treatment. After re inspection by the customs and passing the inspection, the goods can be exported.

Faced with unexpected problems, the business manager of the enterprise is extremely anxious. He admitted that the order signed after the foreign on-site inspection is the first overseas export business of the enterprise. If the goods cannot be cleared smoothly, it will not only cause economic losses, but also miss the opportunity to explore the international market.

While strictly enforcing the law, Rizhao Customs has launched assistance mechanisms based on the actual situation of enterprises, carried out special publicity on the supervision requirements of export dangerous goods packaging on site, and interpreted the relevant provisions of the International Maritime Dangerous Goods Regulations in detail to enterprises, clarifying the necessity and importance of attaching transportation labels to the packaging of dangerous goods exported by sea.

Under the guidance of customs, the enterprise quickly completed the technical rectification of dangerous goods transportation labels. After on-site verification and confirmation of qualification, Rizhao Customs promptly completed the customs clearance procedures for the enterprise, ensuring that the batch of exported goods departed on time and smoothly left the country, providing the enterprise with a "reassurance pill" to stabilize overseas orders and open up international markets.

The supervision business of Rizhao Customs covers seven categories of dangerous goods, including compressed gases and flammable liquids, involving over a thousand types of imported and exported goods. The dual pressure of safety supervision and efficient customs clearance is prominent.

Safety is the prerequisite for customs clearance, and efficiency is the core of service. In the supervision work, Rizhao Customs has thoroughly sorted out the hazardous characteristics, safety precautions, and storage and transportation precautions of different commodities, created a "dangerous goods knowledge base", guided front-line inspection personnel to do a good job in safety protection, and fully utilized big data models to investigate the import and export dangerous goods and their packaging inspection and supervision process, accurately identifying false and concealed reporting of dangerous goods such as "dangerous goods general declaration" and "high-risk low declaration", and ensuring the safety of dangerous goods import and export.

We use diversified methods such as face-to-face communication between customs and enterprises, on-site inspection and instant promotion, and regular door-to-door education to accurately meet the needs of enterprises and guide them throughout the process to implement their responsibilities for dangerous goods safety management.
