Recently, the first batch of over 11000 cross-border e-commerce export packages were successfully loaded and shipped after being quickly inspected and released by the post office of Ningbo Customs, marking the official launch of the Ningbo International Mail Exchange Center's cross-border e-commerce retail export (9610) business. The first batch of goods mainly consists of consumer goods such as clothing, hats, shoes, and daily necessities, with a value of about 451000 yuan, and will be sent abroad.
It is worth mentioning that the parcel operation mode of this batch accurately matches the needs of small and medium-sized enterprises, and all are declared for export in a split order mode. The Ningbo International Mail Exchange Center has become the first business site in Zhejiang Province to implement this mode.
Currently, cross-border e-commerce retail export customs clearance generally adopts the total order mode, which is suitable for large e-commerce enterprises that ship large quantities in batches. In this mode, small and medium-sized e-commerce enterprises need to accumulate orders for a period of time before they can ship, which poses problems such as slow delivery time, long inventory cycle, and high capital turnover pressure. To this end, Ningbo Customs actively explores and promotes the implementation of the split order model. Under this model, Customs directly implements inspection, release, customs clearance and other regulatory operations based on the declaration list, realizing that even one package can be exported through cross-border e-commerce, better meeting the needs of small and medium-sized e-commerce for "small batch, multiple batch, high frequency" and decentralized shipping to emerging markets.

Currently, there are over 20000 cross-border e-commerce enterprises in Ningbo, and enterprises can flexibly organize and deliver goods in batches according to the order situation, without waiting for bulk centralized shipment. While reducing inventory and financial pressure, they can improve parcel turnover efficiency with the help of the global logistics network of postal transportation, realizing that" small businesses "can also" sell globally ".
In order to ensure the smooth operation of the first batch export business of the 9610 split order mode for cross-border e-commerce retail exports, Ningbo Customs has conducted a preliminary investigation of the situation of enterprises, tailored regulatory plans, answered policy questions of enterprises, and guided enterprises to declare in a standardized manner. At the same time, it is necessary to plan and supervise the operation area reasonably, strengthen the application of CT intelligent machine inspection equipment, and combine convenient measures such as "simplified declaration" and "non-invasive inspection" to ensure fast customs clearance of export e-commerce packages.
