Q: Recently, US Trade Representative Greer stated that he will continue to advance the 301 investigation into China's implementation of the first phase of the China US economic and trade agreement, and may take tariff measures. What is China's comment on this?

Answer: China has taken note of the relevant remarks made by the United States. After the first phase of the China US economic and trade agreement came into effect in early 2020, China adhered to the spirit of the contract, worked hard to overcome the sudden impact of the epidemic and the multiple adverse factors such as supply chain disruptions and global economic recession, conscientiously fulfilled its obligations under the agreement, and has fulfilled its commitments in strengthening intellectual property protection, promoting financial and agricultural market opening, and expanding trade cooperation as scheduled. On the other hand, the United States has tightened export controls on China, restricted two-way investment, continuously upgraded measures to suppress and restrict economic and trade activities, hindered normal bilateral trade and investment activities, violated the spirit of the agreement, and undermined the atmosphere and conditions for the implementation of the agreement. Regarding the right and wrong, China has provided a comprehensive and detailed explanation in the White Paper on Several Issues Concerning China US Economic and Trade Relations released on April 9, 2025.

Since last year, China and the United States have held five rounds of economic and trade consultations, achieving a series of important results, and reaching multiple consensuses on extending the suspension period of reciprocal tariffs, agricultural trade, export controls, and reducing investment restrictions. During this process, both sides had multiple communications regarding the first phase of the China US economic and trade agreement. The Chinese side hopes that the US will objectively and rationally view the implementation of the first phase agreement, and not shift blame, let alone take the opportunity to cause trouble and provoke trouble. China is willing to work with the United States, guided by the important consensus of the two heads of state, to make good use of the China US economic and trade consultation mechanism, focus on the future, focus on implementing the existing economic and trade consensus achievements of both sides, actively explore the points of convergence of interests between the two sides, and jointly "look forward".
