The green bamboo in the Dabie Mountains turns into 'black gold'

In the dessert shop, a dark ice cream attracted diners to take photos and check in; In front of the dresser, a piece of charcoal black facial mask is labeled "domestic black horse"... The background color of these popular items comes from the same place - Dabie Mountain.

The Dabie Mountains are known as the "last primitive forest in East China", with abundant rainfall and fertile soil, nurturing abundant bamboo resources and nourishing the survival wisdom passed down from generation to generation by the local people. Nowadays, the bamboo resources in the Dabie Mountains are no longer limited to traditional bamboo weaving and papermaking, but have taken a completely new form and gone abroad.

At Quanhe Nano Plant New Materials Co., Ltd. in Linquan County, Qingzhu undergoes high-temperature carbonization and ultrafine grinding to transform into ultrafine plant carbon black. This food additive has excellent coloring performance, does not interfere with food flavor, and does not add any chemical raw materials throughout the production process. It has become the upstream raw material of L'Oreal facial mask, Mengniu ice cream and other well-known brands, and has been exported to South Korea and other countries and regions. In the first seven months of this year, the company exported 13.87 tons of ultrafine plant-based carbon black, a year-on-year increase of 45.2%.

The "cross-border" journey of a bamboo stick from the mountains and forests to the dressing table and dessert shop is a vivid footnote to the old Dabie Mountains area's reliance on ecological advantages to move towards the "new".

In January of this year, the 42-24 amendment to the International Maritime Dangerous Goods Code was officially implemented. Under the new regulations, the exemption channel for general cargo of animal and plant derived charcoal goods has been cancelled, and small batch goods need to be declared as Class 4.2 dangerous goods, resulting in a tightening of overseas logistics and transportation channels.

Following the dangerous goods process is complicated and costly to declare, and customers cannot afford to wait, "said Zhang Liang, the person in charge of Quanhe Nano Plant New Materials Co., Ltd. in Linquan County. Small and medium-sized orders face the practical dilemma of "not being able to be shipped out", which directly affects the hard won overseas markets of enterprises.

At a critical moment, Fuyang Customs, under the jurisdiction of Hefei Customs, delivered policies to the doorstep and selected key personnel to go deep into the production line, providing professional guidance from policies, technology to logistics: preaching the latest requirements for international maritime dangerous goods declaration, and helping enterprises understand the new regulations; Sort out the technical standards for the entry of food additives in target markets such as the European Union, Japan, and South Korea item by item, guide enterprises to improve product testing reports and export labels, and assist in clarifying the declaration process for dangerous goods by sea. At the same time, real-time collection of quality and safety risk information from major export markets, and timely promotion of technical trade measures warnings to enterprises. In response to the characteristics of multiple export batches and high logistics timeliness requirements of enterprises, this customs has opened a "green channel", combined with convenient measures such as "advance declaration" and appointment clearance, to achieve "immediate declaration, inspection and release".

The customs helped us clarify the difficulties in export declaration one by one, which made us feel much more at ease, "Zhang Liang said.

In the first seven months of this year, Fuyang Customs conducted 872 batches of dangerous goods packaging identification and issued 895 certificates, an increase of 72% and 56.2% year-on-year, respectively. The relevant person in charge of the inspection department stated that they will continue to pay attention to changes in international rules, implement precise guidance for the export demand of characteristic industries such as new materials, and deepen cooperation with departments such as commerce and market supervision to help more specialized and new products from old areas go out of the mountains and into the world, injecting a continuous stream of "green momentum" into the comprehensive revitalization of rural areas.
