From "going it alone" to "going out in groups" - Wenchang's "cooperative" model achieves the first export of grouper
Recently, 1.5 tons of fresh grouper raised by the Fengjiawan Smart Agriculture and Aquaculture Professional Cooperative in Wenchang were successfully sold to Vietnam. This is the first time that Wenchang City has completed aquatic animal export business with a cooperative as the main body.
It is reported that the Zhinong Aquatic Products Professional Cooperative was established in May 2025, and is the first farmer led aquatic products professional cooperative in the Fengjiawan Modern Fishery Industrial Park in Wenchang. There are a total of 24 members in the cooperative, integrating resources from the entire industry chain such as seedling breeding, finished product breeding, and temporary breeding transfer. Supporting service sectors such as supply of fishery materials, technical guidance, product exhibition and sales, and brand operation have been established, promoting standardized, intelligent, and ecological breeding models, and striving to build a green and high-quality aquatic brand.
Originally, we relied on the power of individual farmers to export, but our human resources, site conditions, management systems, and other aspects did not meet the requirements for registering a breeding farm, "said Wang Neng, the person in charge of the cooperative." After the establishment of the cooperative, under the precise guidance of the customs, our management level and product quality have significantly improved, and we have been recognized by foreign customers and successfully developed overseas markets
Unlike the traditional registration model that focuses on individual farms, the Smart Agriculture and Aquaculture Cooperative is composed of multiple farming households working together. In response to the uneven quality of products produced by cooperatives in the early stage, Haikou Customs, in conjunction with the Industrial Park Management Committee, identified the shortcomings of cooperative cluster breeding management, provided targeted assistance, held special discussions, and guided cooperatives to establish a clear, traceable, and standardized full process quality control system around core points such as breeding management, waste disposal, seed introduction, and disease prevention and control. At the same time, we will open a green channel for the export of fresh aquatic products, implement measures for rapid quarantine, release, and certification clearance, significantly reduce customs clearance time, and ensure efficient and smooth export of live fish.
Next, the customs will continue to optimize port clearance services, deepen the assistance work for aquatic product exports, promote the "cooperative" export model, and help Hainan's local high-quality characteristic aquatic products be exported to the international market.
