China News Service: In the first two months of this year, the export value of beauty, cosmetics, and toiletries in Shanghai increased by over 20% year-on-year
According to statistics released by Shanghai Customs on the 24th, the export value of beauty cosmetics and toiletries in Shanghai was 990 million yuan in the first two months of this year, a year-on-year increase of 22.4%. As one of the important gathering places for the cosmetics industry in Shanghai, Fengxian District's "Oriental Beauty Valley" has performed outstandingly, achieving an export value of 310 million yuan for beauty and cosmetics related products in the first two months, a year-on-year increase of 48.1%.
The rapid growth of the export scale of beauty, cosmetics, and toiletries in Shanghai is inseparable from the support of a package of special measures by the customs. On June 30th last year, the General Administration of Customs officially released the "Eleven Measures" to support the high-quality development of the cosmetics industry in "Oriental Beauty Valley", launching precise support measures from three dimensions: optimizing inspection processes, innovating regulatory models, and improving service efficiency, injecting new development momentum into "Oriental Beauty Valley".
The promoting effect of policies on the development of the cosmetics industry is gradually emerging. In terms of exports, cosmetics companies can now enjoy policy dividends such as remote local inspections and halving the sampling volume of finished products, effectively reducing their research and development and customs clearance costs, "said Ding Zhizhong, head of the Enterprise Management Department of Fengxian Customs under Shanghai Customs.
The "Eleven Measures" clarify that for enterprises recommended by local governments to customs and included in the "white list" of imported cosmetics for research and development, customs can submit relevant qualification information for their research and development imported samples through online platforms in one go, greatly simplifying the review process. As of the end of February this year, 22 enterprises in Fengxian District have been included in the "white list" of all types of "eleven measures".
The export customs clearance process is also accelerating. Fengxian Customs has taken the lead in implementing the country's first remote local inspection mode for cosmetics. Through the method of "video connection+real-time capture+data retention", it breaks the time and space limitations of traditional on-site inspections and greatly improves customs clearance efficiency. In addition, the "Eleven Measures" have also optimized the sampling and testing strategy for small-sized cosmetic products, reducing costs for enterprises with "real money and silver".
