Intelligent 'transfer' transfer acceleration
Recently, relying on the "Water Water Intelligent Transfer System", Qingdao Dagang Customs under Qingdao Customs has completed the "Water Water Transfer" supervision procedures for the foreign trade domestic branch ship "Shitai 598". The 46 standard containers loaded with imported wood on board will be transferred to Qianwan Port for unloading and inspection after release through the internal branch ship, and then transported to domestic destinations.
In recent years, Qingdao Port, as an important foreign trade hub, not only has its transit business with multiple coastal ports such as Weihai Port and Rizhao Port been increasing day by day, but its coordination and linkage among multiple port areas under its jurisdiction have also become closer. In order to improve the efficiency of customs clearance and transit of imported goods, Qingdao Dagang Customs has conducted thorough research and solicited opinions from all parties. It has explored the "water to water transfer+one order system" business with port units and shipping agents in its jurisdiction, and launched the "water to water transfer intelligent management system" in early February 2024.
It is reported that the system interconnects the customs auxiliary system with the port operation system, shipping company system, and agent system, strengthening the logistics ledger management during the transit process. The linkage between branch ports and main ports is also closer, realizing the "one to the end+one settlement+one commission+one quotation" for the transfer of foreign trade routes to domestic branch lines, and improving the efficiency of cargo transit by 80%.
In order to help enterprises familiarize themselves with and use the system as soon as possible, Qingdao Dagang Customs sent personnel to hold seminars to promote policies and answer questions, and opened up various process guarantee mechanisms to bring faster, better, and more convenient logistics operation experience to enterprises.
According to statistics, in the first 11 months of this year, Qingdao Dagang Customs supervised 769 shipments and 16429 TEUs of "water to water transfer" goods, a year-on-year increase of 46.76% and 34.73%.
The application of the 'Water Water Intelligent Transfer System' makes port logistics smoother, and the import of infrastructure equipment, timber and other products from inland factories through internal branch lines is more convenient, effectively reducing logistics costs, "said Ma Zhiwen, manager of Qingdao United International Ship Agency Co., Ltd.
In addition, the customs has successively launched logistics transit supervision models such as "cross port intelligent transfer" and "departure confirmation", further improving the speed of port release for transit goods.
The 'Cross Port Intelligent Transfer' platform can automatically receive logistics operation data such as transfer applications, loading applications, and unloading information declared by enterprise entities. Through big data comparison and AIS ship dynamic information, it assists on-site customs officers in business supervision of containers. ”Liu Bing, the head of the Logistics Supervision Department of Qingdao Dagang Customs, introduced that "the 'departure confirmation' mode allows import enterprises to handle the water transfer clearance procedures with the customs after the goods arrive at the port of entry, and then supplement the cargo handling report and domestic logistics information with the customs before the goods are loaded onto the ship and leave the port, further improving the efficiency of port transfer."
