Hainan free trade port will officially start the island wide customs closure operation on December 18, 2025. The General Administration of Customs thoroughly implemented the decision-making and deployment of the CPC Central Committee on the construction of Hainan free trade port, and made every effort to make customs preparations for the closure of Hainan free trade port in accordance with the general requirements of "flexible" and "well managed".
The reporter learned at the briefing that the customs preparations involved in the customs closure have been basically completed. Specifically, gaoruifeng, head of Haikou customs, said that the hardware and software conditions required for customs closure were ready. Four customs security projects, including the international travel health care center, have all been put into use. Ten "second tier ports" have passed the national acceptance, and the regulatory facilities and equipment are ready for use. The customs intelligent supervision platform has been put into operation online with complete functions and smooth operation, meeting the customs supervision needs of Customs closure operation.
The construction of the customs supervision system has been completed. The General Administration of Customs has issued 5 policies, systems and announcements, Haikou customs has issued 12 customs level announcements, formulated 13 internal operation normative documents, and basically established a customs supervision system suitable for customs closure.
The customs closure operation test exercise was promoted in an all-round way. The customs, together with the relevant departments of Hainan Province, organized more than 300 enterprises in the province to carry out a "full process, full elements, full coverage, large sample, practical" test drill, covering business scenarios such as processing value-added rate accounting, "first - and second-line" customs clearance, intra island circulation, emergency disposal, etc., constantly checking for omissions and making up for deficiencies, improving and improving, and ensuring the smooth operation of the "second-line port" after the closure of Customs across the island.
The defense line against customs supervision risks continued to strengthen. The customs focused on the business scenario after customs closure, refined and formulated more than 200 risk prevention and control measures, and used new technologies to build a large risk early warning model to achieve intelligent risk prevention and control throughout the chain. Establish a business operation monitoring center to strengthen the risk early warning analysis, monitoring command and linkage disposal. We will continue to crack down on duty-free "package buying" smuggling in outlying islands and build a strong security defense against smuggling.
The mechanism of cooperation and co management between customs and local governments was fully established. Haikou customs cooperated with Hainan Province to formulate more than 10 supporting management documents of Customs closure policy, and built a full chain closed-loop management of goods with "zero tariff", value-added processing and relaxed trade management. In conjunction with the Department of business environment construction of Hainan Province, a customs clearance credit management system for "second tier ports" has been established to implement classified credit management for enterprises passing through "second tier ports". Promote Hainan Province to improve the anti smuggling joint prevention and control mechanism of "second tier ports" non customs supervision channels, strengthen the customs and local cooperation and joint management mechanism, and escort high-quality development with high-level security.
As for the next arrangement, Pan Cheng said that the customs would coordinate development and security, solidly promote the implementation of various policies and systems, strengthen policy publicity and interpretation, help more business entities to enjoy policy dividends, deeply participate in the construction of Hainan free trade port, comprehensively prepare for the timely switching of regulatory modes, effectively link up the policies before and after the customs closure, and ensure the smooth and orderly operation of the customs closure and a good start.
