After four years of RCEP implementation, Ningxia enterprises enjoy export benefits worth over 1.9 billion yuan

Since January 1, 2022, the Regional Comprehensive Economic Partnership (RCEP) has come into effect. Over the past four years, Yinchuan Customs has issued a total of 2812 RCEP certificates of origin, with visa amounts exceeding 1.9 billion yuan, helping export enterprises in the customs area enjoy tariff reductions of nearly 60 million yuan.

In order to promote the transformation of RCEP dividends from "policy documents" to "real gold and silver" for enterprises, Yinchuan Customs has established a working team based on its functions and proactive actions, combined with the industrial structure and foreign trade characteristics of Ningxia, to deeply analyze the matching degree between Ningxia's import and export goods and RCEP tariff reduction list, tailor coaching plans for characteristic advantageous industries such as goji berries, wine, and chemicals, and explain core clauses such as origin standards and regional accumulation rules in depth to ensure that inland enterprises can conveniently enjoy benefits. In terms of improving trade facilitation, Yinchuan Customs vigorously promotes the "intelligent review+self-service printing" mode of certificate of origin, achieving "instant review and signature" throughout the certificate application process; At the same time, we will deepen the cultivation of approved exporters, rely on the credit advantages of Customs Advanced Certified Enterprises (AEO), establish a collaborative cultivation mechanism, and use big data accurate profiling, point-to-point policy guidance, and full process tracking assistance to help honest enterprises quickly obtain the qualification to independently issue origin declarations. Recently, after precise cultivation and verification by Yinchuan Customs, an AEO enterprise in Guyuan City has successfully obtained the qualification of "approved exporter", becoming the third enterprise in Ningxia to enjoy the benefits of this policy, marking a further integration of the policy dividends of the free trade agreement and the development of Ningxia's characteristic industries.

According to statistics, by 2025, enterprises in Yinchuan Customs District will import goods worth 40 million yuan under the RCEP agreement, a year-on-year increase of 94.5%, and reduce tariffs for enterprises by more than 1 million yuan, a year-on-year increase of 115.6%. During the same period, enterprises in the customs area applied for 705 RCEP certificates of origin from Yinchuan Customs, with a visa amount of 50 million US dollars. Enjoyment goods covered multiple categories such as unprocessed manganese, monocrystalline silicon rods, silicon carbide, wolfberry, and feed additives. The import and export value of Ningxia Enjoyment under RCEP continued to rise.

Looking ahead to the future, the relevant person in charge of Yinchuan Customs stated that they will continue to deepen the promotion and implementation of free trade agreements such as RCEP based on the actual needs of foreign trade enterprises.
