The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China accurately grasped the historical position of China's development, clarified the guiding principles and main goals of economic and social development during the 15th Five Year Plan period, and drew a grand blueprint for the development of the next five years. Standing at a new historical starting point, Ningbo Customs has deeply understood the important requirements put forward by the plenary session, deeply considered the positioning of customs work in the overall situation, focused on self-reliance in science and technology, focused on strengthening the real economy, focused on maintaining national security, set sail, worked hard to compete, and made all-out efforts to contribute to the wisdom and strength of Ningbo Customs in serving the modernization of customs work and promoting Chinese path to modernization.
Focusing on technological self-reliance and self-improvement, exploring regulatory model reform
The artificial intelligence revolution is flourishing and profoundly changing the way humans produce and live. Since 2025, Ningbo Customs has explored the full process AI empowerment of customs supervision, initially establishing an AI application ecosystem from business processes to enterprise coordination. The developed "Yongzhi" export control AI document review intelligent agent has been promoted in 18 directly affiliated customs across the country, creating an "intelligent document review ETC", developing intelligent equipment such as robots and drones, and promoting the application of AI in commodity classification and enterprise management. We will focus on carrying out the "AI+" model reform based on the main line of customs business processes, covering all elements, chains, and fields, to empower and increase efficiency for better supervision.
Promote full chain intelligent empowerment. Integrate AI applications from various business fields into a single scenario, integrate business flows through a scenario network, deconstruct and reshape customs supervision methods, string beads into chains, weave chains into networks, and accelerate the transformation from "single point intelligence" to "full chain intelligence". To create a digital "analysis execution capture feedback upgrade" closed-loop system, replacing manual serial operations, promoting the integration of multiple regulatory "eyes, brains, and hands", achieving full review of customs declaration forms, full analysis of data, and full inspection of actual goods, and forming a new mode of "AI+scene+ecology" customs clearance supervision.
Improve the supporting systems across all fields. Strengthen the construction of artificial intelligence governance capacity in customs, based on the transformation of customs supervision processes and norms in the application of artificial intelligence and related equipment, proactively build a highly compatible institutional system with the application of artificial intelligence, improve the overall institutional support of laws, regulations, policy systems, and application norms, refine and clarify data paradigms, acceptance standards, open permissions, security boundaries and other elements, realize the legalization and standardization of artificial intelligence applications, and truly realize the leap from "intelligent assistance" to "machine substitution".
Build a fully integrated intelligent brain. Integrating regulatory requirements from various links and fields, integrating customs databases, case libraries, parameter libraries, and model libraries to form a comprehensive "knowledge graph", expanding the spatial and temporal dimensions and perceptual accuracy of customs supervision. Strengthen the development of core algorithms and computing power technologies, train and deploy intensive and efficient artificial intelligence models, create intelligent brains that can think, judge, and analyze, enhance deep analysis and scientific deduction capabilities in complex business scenarios, promote the transformation from "data collection" to "cognitive fusion", and achieve "global perception, full tracking, and full time warning".  
Focus on strengthening the real economy and improving the service development system
The real economy is the support of the modern industrial system. Optimizing and upgrading traditional industries, cultivating and strengthening emerging and future industries, optimizing and upgrading goods trade, expanding intermediate goods trade and green trade, and innovating and developing digital trade all rely on enterprise innovation and creativity. Customs should deepen the management concept of combining enterprises and materials, and adhere to the combination of an effective market and a proactive government, to achieve a two-way drive and organic integration of customs supervision services and enterprise innovation and creation.  
Promote the precision of policy supply. With the continuous promotion of market diversification, diversified business formats, and integration of domestic and foreign trade, the supply of customs policies also needs to keep up with the development trend, upgrade and upgrade accordingly, and achieve "precise drip irrigation". Ningbo Customs has established a Consultation and Coordination Committee for Major Issues Related to Customs Enterprises. For difficult issues that span multiple management departments, business fields, and different regions, the "one click direct" feedback channel is unobstructed, timely coordination and efficient decision-making are carried out, and the "last mile" of policy implementation is continuously connected. Establish a Customs Enterprise Portrait Center (virtual), with a personalized combination of "inclusive services+featured plugins", to promote the shift from "door-to-door policy delivery" to "customized according to needs". Relying on the "single window" of international trade, we aim to create a universal version of artificial intelligence enterprise coordinators, who can accurately deliver policy dividends and provide personalized services based on the characteristics and habits of enterprises.  
Extension of service areas. At present, many leading enterprises in China are choosing to shift from "product going global" to "production supply chain going global". It is urgent for customs to play their due role in improving the comprehensive overseas service system, realizing the extension of service tentacles, and supporting high-level "going global" with professional means. Focusing on "efficiently accomplishing one thing", establishing and improving multi-party collaborative joint mechanisms such as customs, local governments, and port groups, integrating into the construction of comprehensive service stations for local governments to go global, creating "one-stop" public service products with regional development characteristics, accurately matching cross-border needs of enterprises, and promoting deep participation of enterprises in international division of labor and cooperation. Continuously deepening international cooperation, leveraging the advantages of the China Central and Eastern European regional customs international cooperation mechanism, exploring the feasibility of building customs service stations overseas, and helping "going global" enterprises solve problems such as customs clearance and taxation, intellectual property protection, inspection and testing in a package, to promote the rational and orderly global layout of "Made in China" with precise and efficient services.  
Promote the internationalization of institutional rules. Customs should be guided by steadily expanding institutional openness, creating a modern customs supervision system and mechanism, and gaining greater say in international rule making. Deeply participate in the affairs of international organizations such as the World Customs Organization and the World Health Organization, promote the integration of customs regulations and international rules, and achieve higher levels of rule coordination and governance cooperation. Actively participating in the construction of the global "Smart Customs" online cooperation platform and the BRICS Customs Demonstration Center, taking free trade agreements, cross-border e-commerce, and technical trade measures as entry points, steadily promoting the "going global" of more regulatory concepts, rules, and standards of Chinese customs, and promoting the modernization and rule reshaping of world customs.  
Focusing on safeguarding national security and enhancing strategic initiative
Faced with the rise of unilateralism and protectionism, the increasing threat of hegemonism and power politics, and the more complex game between major powers, the security connotation of customs protection has expanded from traditional border port security to higher areas such as economic security, biological security, and resource security. It is necessary to enhance the strategic initiative in safeguarding national security.  
Resolutely safeguard international economic and trade security. Establish a rapid response mechanism for international economic and trade frictions, leverage the synergy of research and response, strengthen monitoring of trade frictions, conduct forward-looking analysis and predictive research, and accurately implement countermeasures policies and strictly enforce various measures. Flexibly utilize policy tools, consolidate the reserve of countermeasures, continuously enrich the 'ammunition depot', and ensure that it is available, useful, and effective. Innovative tactics and tactics, utilizing technologies such as artificial intelligence and big data to enhance penetrating regulatory capabilities.  
Strictly guard the biosecurity of the country's borders. Strengthen overseas source control, improve overseas access management system, strictly register and quarantine approval, and strengthen monitoring and early warning of animal and plant epidemics and diseases in key countries and regions. Improve the biosecurity prevention and control system at ports, utilize intelligent auxiliary inspection equipment, digital management platforms, and other intelligent means to enhance the monitoring and detection capabilities of vector borne diseases at ports. Enhance laboratory basic capabilities, explore the construction of a biosafety information traceability system, achieve one click correlation and full chain supervision, and quickly and effectively respond to sudden biosafety incidents.  
Effectively ensuring the security of strategic resources. Guided by national strategic needs, we will systematically construct a strategic resource supply guarantee customs support system to enhance the resilience and security level of the industrial and supply chains. Establish a strategic mineral resource intelligence network for customs and explore the full process traceability application of blockchain technology. Conduct feasibility assessments on the import of strategic resource reuse commodities, and support the import of more key strategic resource commodities with new technologies, high value, and no pollution.
