Xiamen Customs builds BRICS Customs Demonstration Center to serve and promote high-quality development of "Greater BRICS Cooperation"

After a year of hard work and under the deployment and guidance of the Party Committee of the General Administration of Customs, Xiamen Customs has achieved phased construction results around the three major tasks of "building a demonstration point for smart customs construction and cooperation", "building a network of" smart customs "demonstration centers for BRICS countries", and "carrying out capacity building and exchange cooperation". The construction of the demonstration center has been included in the Rio Declaration of the 17th BRICS Leaders' Meeting and the outcome document of the BRICS Customs Directors' Meeting.

Showcasing the practical experience and demonstration cases of China's smart customs construction and cooperation is the highlight of the BRICS Customs Demonstration Center. The General Administration of Customs has selected the first batch of 16 demonstration cases for smart customs construction and cooperation nationwide, and has established a comprehensive demonstration point for smart customs construction and cooperation in Xiamen based on the BRICS Customs Demonstration Center. Through on-site demonstrations of demonstration cases, the practical results of smart customs construction and cooperation are presented in a three-dimensional manner, providing reference solutions and cooperation solutions for developing countries such as BRICS to build smart customs.

The offline display is steadily advancing, and the online window has achieved significant results. On June 30, 2025, the "Smart Customs" Demonstration Center Network of BRICS countries was officially launched, which is the first website of BRICS countries with the theme of "Smart Customs". The website is presented in four languages: Chinese, English, Russian, and Arabic. It includes four major sections: BRICS trade, cooperation meetings, information updates, and enterprise services. The content covers China's trade index with other BRICS countries, BRICS import and export trade data, BRICS trade policy information, and smart customs construction cases. After its launch, nearly 50000 pieces of information have been published, providing a convenient window for other BRICS customs to understand the construction experience and effectiveness of China's smart customs, deepen the practice and cooperation of smart customs, and open up new channels for enterprises to understand BRICS trade supervision policies, adding new wings to customs services for BRICS economic and trade exchanges.

In terms of capacity building and exchange cooperation, the General Administration of Customs organized a questionnaire survey on the needs and concerns of "smart customs" capacity building in BRICS countries. Based on feedback from customs in various countries, the demonstration center was supported to establish a bilingual curriculum system covering customs business, customs technology application, traditional Chinese culture and other fields. Through two paradigms of "theory+practical training" and "business+culture", the training needs of BRICS customs were responded to, and the modernization level of BRICS customs was jointly improved. In the recent "the Belt and Road" National Green Development and Customs Seminar, 36 customs officers from 12 countries, including South Africa, Brazil and Ethiopia, organized a group to "learn from" in the demonstration center. Courses such as "Origin Management" and "Intelligent Drawing Review of Non Invasive Inspection Equipment" have won widespread praise from international customs colleagues.

It is reported that since 2025, the demonstration center has hosted a total of 28 online and offline international exchange activities, received 220 foreign friends from more than 60 countries (regions) and international organizations, actively built a bridge connecting the world, especially the "smart customs" exchange and cooperation of "global southern" countries, and actively contributed customs strength to serving China's characteristic diplomacy as a major country.
