Recently, the Ministry of Finance and other departments approved the establishment of one new duty-free shop at each of 41 ports, including Ningbo Lishe International Airport.
Port entry duty-free shops are stores located within the quarantine zones of open airports, water or land ports, selling duty-free goods to inbound passengers in accordance with regulations. This time, 41 new import duty-free shops have been established nationwide, significantly increasing the number of import duty-free shops at ports and filling the gap of import duty-free shops at Ningbo ports. The coverage of import duty-free shops at ports has become more extensive.
According to different sales targets, duty-free shops are divided into two categories: port exit and port entry. The newly established import duty-free shops in Ningbo complement and complement the existing export duty-free shops, which will further facilitate duty-free shopping and consumption for inbound passengers, fully leverage the role of duty-free shops in supporting and boosting consumption, and enhance the city's international influence.
Duty free commerce is a powerful "booster" for tourism economic growth. In recent years, the number of inbound and outbound passengers at Ningbo Airport has continued to increase. According to statistics, in 2025, Ningbo Airport Customs will supervise a total of 1.0711 million inbound and outbound passengers, setting a new high in six years. The "million level" passenger flow and the "fire" exit duty-free shop at the T2 terminal of Ningbo Lishe International Airport. In 2025, the sales revenue reached 6.94 million yuan, a year-on-year increase of 94.27%. In the future, Ningbo will further leverage the visa free transit policy to attract passengers to enter or leave the country through the Ningbo port.
The goal of Ningbo is to build an international consumption center city. Expanding inbound consumption, fully tapping into the consumption potential of duty-free shops, and leveraging their positive role in boosting consumption are also essential to building a new consumption engine.
As the main place for foreign personnel to enter and exit the country, the establishment of duty-free shops at the airport has a significant driving effect. Currently, we need to make good use of the duty-free shop policy, further enrich the variety of duty-free goods, create new consumption scenarios, and make "shopping" in Ningbo a choice for more overseas tourists.
