Face to face listening to the demands of enterprises and providing practical assistance to alleviate their difficulties

On January 31st, Qingdao Customs organized the 23rd special "Customs Enterprise Face to Face" event for large production enterprises, local key newly built projects, and large customs clearance enterprises in the jurisdiction.

On the day of the event, 20 enterprises in the jurisdiction raised more than 20 difficult questions on business processes such as export tax rebates and inspection of hazardous chemicals for import and export. Qingdao Customs, together with Shandong Provincial Department of Commerce, Qingdao Municipal Taxation Bureau, and Shandong Port Group, provided on-site responses to the questions and suggestions raised by the enterprise, and conducted relevant policy lectures. During this period, 102 companies simultaneously conducted online audits in 17 sub venues, effectively expanding the coverage of corporate participation.

Our company undertook a major engineering project in the early stage and produced through outsourcing processing. However, due to unfamiliarity with the policies, regulations, and operational procedures of multiple departments, we encountered difficulties in the export tax rebate process and are temporarily unable to obtain a tax rebate. Yu Jing, Deputy Director of the Enterprise Management Department of Qingdao Customs, said, "We quickly analyzed and judged the problems reported by the enterprises, and provided two solutions for them from the perspective of customs business. After the enterprises chose according to their own situation, we immediately contacted the Qingdao Municipal Taxation Bureau and provided specific guidance on the implementation level through multiple departments. We will also continue to follow up on the progress of the enterprise's export tax rebate issue and thoroughly reverse this dilemma for the enterprises

Starting from July 2023, Qingdao Customs will carry out the "Face to Face with Enterprises" activity on a regular basis, open up doors to receive advice, open up avenues for discussion, invite enterprise representatives to enter the customs, and provide opinions and suggestions on difficult issues that constrain enterprise development, affect business efficiency, and other aspects. The relevant functional departments of the customs will tailor policies and provide precise solutions to help enterprises identify obstacles, solve problems, and alleviate pain points, and build a closed-loop communication chain of "enterprise questions, customs answers, promotion of implementation, and evaluation of effectiveness", completely connecting the "last mile" of serving enterprises. As of January this year, Qingdao Customs has organized 23 activities and coordinated the resolution of 422 issues for 356 enterprises on site.

After nearly three years of practice, the mechanism of helping enterprises to overcome difficulties, represented by 'face-to-face communication between customs and enterprises', has become an important lever and business card for Qingdao Customs to serve local economic development.
