The think tank of the SCO Economic and Trade Platform supports a new chapter in Chongqing's institutional openness spectrum

Recently, the first National Product Digital Passport (DPP) Standardization Working Group established by the National Standardization Management Committee was officially established, with 43 industry authoritative experts leading the development of national standards in this field. Bai Jinlong, Director of the Standardization Committee of the Chongqing Digital Intelligence Industry Economic Development Research Institute and an expert in the platform think tank of the Shanghai Cooperation Organization National Multi functional Economic and Trade Platform, was successfully selected and became the only representative of Chongqing. This achievement demonstrates that Chongqing's research level in the field of digital product passports is at the forefront of the country, and also provides new opportunities for the SCO Economic and Trade Platform to deepen its rule-based and institutional opening-up.

Digital product passports are the key to breaking the information asymmetry in cross-border trade, adapting to green trade rules, and serving as an important lever for aligning with international economic and trade rules. Internationally, the European Union has specified that the digital passport system for battery products will be integrated by February 2027, and the United Nations will initiate the construction of a global standard framework; Multiple departments in China will also jointly promote relevant plans in December 2025, and industry pilot projects have been carried out in many places. This working group directly connects with the ISO59000 series of international standards, and the standards it develops will help Chinese enterprises integrate into the global supply chain and participate in international rule making.

As a think tank under the SCO Economic and Trade Platform, Chongqing Smart Industry Economic Development Research Institute deeply cultivates the field of cooperation among SCO countries, providing full chain services for cross-border cooperation of enterprises through the "industry university research application" model. Its research and development technology achievements have been implemented in multiple industrial fields in Chongqing, and have also promoted project cooperation between local enterprises and SCO countries. The selection of Bai Jinlong this time will help transform the practical experience of cross-border trade on the SCO Economic and Trade Platform into national standard clauses, achieve effective connection between local practices, national standards, and international rules, and inject new momentum into exploring the co construction of SCO standards.

This is also an important exploration by the SCO Economic and Trade Platform to actively connect with international economic and trade rules, providing standardized support for the platform to help China's industrial chain go global and build a two-way open hub. Externally, relying on the traceability and authentication functions of digital product passports, it can help SCO countries and domestic enterprises break through international green trade barriers, promote the compliance of advantageous industries to go global, and enhance the recognition of China's digital passport standards in the region and the discourse power of trade rules; Internally, a unified standard will simplify the compliance process for products from Shanghai Cooperation Organization countries entering China, reduce cross-border trade costs, and attract more foreign-funded enterprises to establish businesses in China.

Chongqing Smart Industry Economic Development Research Institute stated that it will take this selection as an opportunity to leverage its dual advantages and promote dual track work: on the one hand, it will promote the integration of Chongqing's characteristic industries with the national digital passport standards, help local enterprises integrate into the SCO economic and trade circle and the global market, and empower the construction of Chongqing National Digital Economy Innovation and Development Pilot Zone; On the other hand, we will explore the trade needs of SCO countries, promote regional mutual recognition and interoperability of digital passport standards, and support the construction of an international logistics and trade cooperation network on the SCO economic and trade platform.

Industry insiders believe that the inclusion of experts from the SCO Economic and Trade Platform's think tank in the core circle of national standardization work is a concrete reflection of the SCO Economic and Trade Platform's pragmatic service to Chongqing's high-level opening-up strategy. In the future, with the implementation of relevant national standards, it will further activate the trade potential between SCO countries, promote the deep connection between "SCO standards" and national standards and international rules, provide standardization support for China's industrial chain to go global, and help Chongqing accelerate the construction of an inland open highland, serving the country's high-level opening-up to the outside world.
