Yongpai: The first batch of national sea rail and water water multimodal transport supervision model "single system" pilot projects have been launched in Zhejiang

On January 27th, under the "one order system" mode, multiple batches of imported container goods were released by Ningbo Customs and transported from Ningbo Zhoushan Port to Jinhua, Fuyang and other places by railway trains and internal branch ships respectively; Multiple batches of export container goods were released by Hangzhou Customs and transported by railway and waterway from Yiwu and Wenzhou to Ningbo Zhoushan Port, where they were loaded onto outbound ships and sent to Nigeria and France. This means that the first batch of national sea rail and water water multimodal transport supervision model "one order system" pilot launched by the General Administration of Customs has landed in Zhejiang.
It is understood that this pilot is an important measure for customs to innovate the supervision mode, improve logistics circulation efficiency, support the development of "one order system" and "one box system", effectively reduce enterprise logistics costs, and serve the construction of a new development pattern. This pilot not only simplifies the customs clearance process, but also fully leverages the advantages of different transportation modes such as long-distance and large capacity railway transportation and low-cost waterway transportation, achieving fast and seamless transfer of goods, reducing the time goods stay on the way, and helping enterprises flexibly allocate transportation capacity and reduce the overall logistics cost.
The General Administration of Customs previously announced that it will launch a pilot program for the supervision of import and export goods through sea rail intermodal transportation and water to water intermodal transportation on January 27 this year, achieving a single customs supervision for multimodal transportation and two-way connection between import and export. Taking the "Ningbo Jiaxing Fuyang" imported goods multi journey intermodal transportation as an example in this pilot project, under the traditional mode, import enterprises need to handle separate sea and inland transportation procedures, declare multi journey customs transfers, and perform multiple document handovers, which is complex and inefficient. Under the new model, enterprises can cover the entire process with just one multimodal transport document, and pilot mutual recognition between customs and districts will be achieved. The transportation of import and export goods within the domestic section will be more convenient and efficient.
After the General Administration of Customs issued the relevant announcement, we immediately connected with the needs of enterprises and implemented the new mode of sea rail and water water multimodal transport supervision and the two-way connection of import and export at the fastest speed. We will fully extend the port function of Ningbo Zhoushan Port to branch ports and waterless ports, allowing foreign trade enterprises in the province to share the advantages of port opening and achieve direct access from their doorstep to their seaport. The person in charge of the Ningbo Customs Port Supervision Office stated that in the next step, Hangzhou Ningbo Customs will continue to promote the extension of the new mode of multimodal transport to more regions, allowing efficient supervision and high-quality services to run through the entire logistics chain, and further promote the construction of Zhejiang as a high-energy open and strong province with more accurate policies and comprehensive services.
