General Administration of Customs website: Ningbo Zhoushan Port's green transformation welcomes new breakthroughs

In 2025, the bonded biofuel oil refueling volume of Ningbo Zhoushan Port exceeded 60000 tons for the first time, making it the largest biofuel oil refueling port in China. In the wave of global shipping transitioning towards "net zero emissions", green fuel refueling capability has become a key indicator of the core competitiveness of international hub ports. Ningbo Zhoushan Port is promoting the integration of traditional fuel supply stability and green fuel innovation breakthroughs, focusing on building a bonded ship fuel supply service system with "optimal service, highest efficiency, and lowest cost", and actively building an international ship clean energy preferred refueling center.
Looking back at the development process of biofuel oil refueling business in 2025, Ningbo Zhoushan Port has achieved a leap from scratch, from catching up to leading. Since the successful completion of the first bonded high sulfur biofuel oil refueling business in East China on March 15, 2025 in Chuanshan Port Area, a green energy supply system has been rapidly built by accurately anchoring the decarbonization demand of shipping. On July 16 of that year, it broke the record for the largest single biofuel oil refueling in China, with a single ship refueling volume of nearly 5700 tons.
In order to promote the continuous improvement of the clean energy refueling capacity of ships in Ningbo Zhoushan Port, Ningbo Customs actively supports the upgrading of new shipping service industries such as biofuel oil refueling, and relies on the construction of smart customs to quickly complete paperless approval, minimize the ship's stay in port cycle, ensure smooth logistics throughout the entire process of receiving ships from berthing, refueling in port to departure, and help Ningbo Zhoushan Port accelerate the construction of an international ship's preferred refueling center for clean energy.
