With the implementation of the General Administration of Customs' Announcement No. 2 of 2026 on the optimization of the TIR Convention, Yinchuan Comprehensive Bonded Zone has welcomed its first TIR international road transportation business. On January 15, 2026, a TIR vehicle carrying 500 boxes of "flowers" departed as the first batch of outbound goods under the "TIR+bonded" mode in China. After leaving the Yinchuan Comprehensive Bonded Zone, the goods will arrive directly in Bishkek, Kyrgyzstan in about 5 days. With the advantage of TIR mode of "one declaration, one car non-stop", these flowers can not only be timely supplied to the Central Asian market, but also symbolize that Ningxia has successfully opened a new cross-border logistics path for countries along the "the Belt and Road". 

It is reported that TIR international road transportation, as a "new star" in the field of international cross-border cargo transportation, has more than 78 TIR contracting states in China by the end of 2025, covering most of the countries and regions in Eurasia, most of which are located in key areas of the Silk Road Economic Belt. Its core advantage lies in its efficient "door-to-door" transportation mode. International trucks registered with TIR do not change or reverse from the originating country to the destination country, and the customs of transit countries do not change or reverse the entire process. This "one declaration, one vehicle to the end" feature brings significant time and cost advantages.

Now the goods in the comprehensive bonded zone can be directly transported through TIR, which not only increases the entry and exit channels for goods in the comprehensive bonded zone, but also saves us more costs, eliminates processes such as shortening and reloading, compresses logistics costs by about 30%, and injects new vitality into our subsequent cargo distribution. ”The person in charge of Ningxia Xintong Logistics stated that during the launch of this new business, the customs at Yinchuan Hedong Airport provided precise guidance throughout the entire process, including accompanying and following up step by step, to ensure smooth and seamless operation of all business links. In response to the characteristics of fresh goods with strong timeliness and high preservation requirements for flowers, Yinchuan Customs has established a TIR exclusive service team to proactively meet the needs of enterprises, customize customs clearance plans, optimize inspection processes, and adopt a customs seal and seal mode to ensure that goods are not repackaged or emptied throughout the entire process.
