The number of AEO enterprises in Shenzhen's customs district has exceeded 550

As of now, the number of certified operator (AEO) enterprises in Shenzhen's customs district has exceeded 550. Although these enterprises only account for 0.23% of the total number of foreign trade enterprises in the customs area, they contribute nearly 50% of the import and export volume.

AEO stands for "Certified Operator", which is a certification system implemented by customs for enterprises with good credit and high compliance. Enterprises that have obtained AEO certification can enjoy convenience such as priority customs clearance, low inspection rate, and fast release in China; In countries and regions that have achieved AEO mutual recognition with China, they can also directly enjoy local customs clearance convenience, effectively reducing trade compliance costs and enhancing international competitiveness.

Shenzhen Customs, based on the characteristics of industrial agglomeration and enterprise group operation in its jurisdiction, continues to innovate the AEO cultivation and certification model. In 2025, the focus will be on promoting the group certification model, implementing "packaged cultivation and centralized certification" for subordinate enterprises of the same group. This model can save an average of about 50% of time and labor costs for enterprises, and by 2025, it has successfully promoted 21 enterprises under 9 groups to pass AEO certification.

Shenzhen Shichuang Electronics Co., Ltd. is a typical beneficiary of this model. As a national level specialized and new key "little giant" enterprise integrating software and hardware development, packaging testing, and module production testing, Shichuang and its subsidiary Shenzhen Shutixin Technology Co., Ltd. successfully obtained AEO advanced certification in September and November 2025, respectively. With the help of the group certification model of Shenzhen Customs, our parent and subsidiary companies have successfully obtained AEO advanced certification, which not only greatly improves customs clearance efficiency, but also significantly reduces operating costs, providing key support for our enterprise to expand into international markets and enhance core competitiveness. ”The person in charge of customs affairs of the enterprise, Liang Guoping, said.

In order to continuously enhance the value of AEO's "golden signboard", Shenzhen Customs has accurately promoted the implementation of various convenience measures. By deepening the joint incentive mechanism between Guan Yin and improving the coordination and liaison system of "Guan Enterprise Bank", we have achieved a reduction of approximately 100 million yuan in fees and benefits for 181 AEO enterprises in Guan District by 2025, effectively reducing their burden and increasing efficiency.
