Ningbo Daily: RCEP runs smoothly for 4 years, Ningbo visa amount exceeds 4.6 billion US dollars

The Regional Comprehensive Economic Partnership (RCEP) is the world's largest free trade agreement and has been running smoothly for four years. The latest statistics show that in the past four years, Ningbo Customs has issued a total of 123800 RCEP certificates of origin. Currently, 98% of them have achieved self-service printing, and the total visa amount has exceeded 4.6 billion US dollars.
Under the RCEP framework, tariff reduction is one of the core policies, bringing more market opportunities and cost advantages to Ningbo enterprises.
Ningbo Dafa Chemical Fiber Co., Ltd. focuses on the production and sales of recycled polyester staple fibers, with an annual export value of over 1 billion yuan. With the deepening of tariff reduction policies, the company continues to expand into new foreign trade "friend circles", from mainly in Europe and America to Southeast Asian countries such as Vietnam and Thailand.
The RCEP certificate of origin is a tangible 'paper gold'. When exporting polyester staple fibers and other products to the Southeast Asian market, it can save importers a significant amount of tariff costs. In the first 11 months of last year, the visa amount for our exported goods was close to 20 million yuan. ”Wang Ling, the manager of the foreign trade department of Dafa Chemical Fiber, said.
Each certificate of origin represents an opportunity for tariff reduction. Ningbo Shenghui Plastic Technology Co., Ltd. is another enterprise that is accelerating its entry into emerging markets with the help of RCEP "Dongfeng".
With the RCEP certificate of origin, our insulated cup products can enjoy an 8% tariff reduction in South Korea. Export goods worth 36000 US dollars per shipment can enjoy a tariff reduction of over 20000 RMB. Compared with the same period last year, the export growth rate of insulated cups reached 25% in the first 11 months of last year. ”Xiao Haiyan, the person in charge of Shenghui Plastic, said.
The scope and magnitude of tariff reductions vary among RCEP member countries, with complex and specialized rules and numerous provisions that are updated annually. If enterprises cannot accurately grasp the relevant regulations, they cannot enjoy dividends.
To this end, Ningbo Customs has promoted the approved exporter system, assisted approved exporters in independently issuing a declaration of origin, achieving the goal of "not running at all", and established a "data screening targeted research targeted coaching" model, sorting out more than 2000 eligible but not eligible enterprises, and carrying out targeted policy promotion.
Yu Zhongting, the trade manager of Ningbo Xingye Shengtai Group Co., Ltd., sighed and said that since being recognized as an approved exporter, the RCEP origin declaration independently issued by the enterprise has the same legal effect as the RCEP origin certificate issued by the customs, which has helped the enterprise stabilize customers and secure orders.
