The United States has made preliminary rulings on concrete and steel reinforcement subsidies

On January 9, 2026, the US Department of Commerce issued a preliminary ruling on anti subsidy measures for steel concrete reinforcing bars imported from Algeria, Egypt, and Vietnam. The preliminary ruling stated that the subsidy tax rate for Algerian enterprises was 72.94%, the subsidy tax rate for Egyptian enterprises was 29.51%, and the subsidy tax rate for Vietnamese enterprises was 1.08%. The US Department of Commerce is expected to make final countervailing rulings on concrete and steel bars imported from Algeria on March 25, 2026, and on concrete and steel bars imported from Egypt and Vietnam on May 27, 2026. This case mainly involves products under US Customs codes 7213.10.0000, 7214.20.0000, and 7228.30.8010.

On June 25, 2025, the US Department of Commerce launched anti-dumping and anti subsidy investigations on concrete and steel bars imported from Algeria, Egypt, and Vietnam, as well as anti-dumping investigations on concrete and steel bars imported from Bulgaria.
