The "double pre inspection" operation has been in operation for 4 months, with over 550000 inbound passengers at Qingdao Airport

Since September last year, Qingdao Jiaodong Airport Customs, under the jurisdiction of Qingdao Customs, has innovatively launched the "Double Pre Inspection" supervision mode for inbound passengers' luggage and belongings, driven by the "Smart Customs Strong Country" action. Through process reengineering, it has significantly improved the passenger clearance experience and helped Qingdao Airport build a Northeast Asia international aviation hub. As of now, since the operation of this mode for 4 months, the cumulative number of inbound customs clearance passengers through regulatory services has exceeded 550000.

This mode advances the inspection of passengers' hand luggage from the collection of checked baggage to the health and quarantine stage, achieving "one pass, two inspections in one". At the same time, checked baggage has completed the preliminary inspection before passengers can retrieve it, and passengers do not need to queue up again to check their hand luggage.

Through technological integration, the customs has integrated functions such as temperature monitoring and hand luggage machine inspection. When passengers pass by, the system automatically completes multiple checks, and the background synchronizes with intelligent image review. Passengers who have no abnormalities can directly pass through after picking up their checked baggage. The overall process can be compressed to "take their baggage and leave", and the time for a single passenger to pass through the inspection can be compressed to less than 8 seconds, entering the "era of reading seconds" for customs clearance. In addition, the customs also introduced intelligent devices to implement closed-loop control of suspicious luggage, which not only improves efficiency but also strengthens the security line.

Mr. Wang, a business person who frequently travels between China and South Korea, said, "Now that you have checked your luggage, you can clear customs directly. There is no need to queue up to check your hand luggage." This model directly enhances the transit attractiveness of Qingdao Airport, and the machine inspection of hand luggage for transit passengers is synchronized with the health inspection process. The transit time is further compressed, and the transit experience for passengers is greatly improved.

While improving speed, customs supervision is also more precise and effective. Xu Peng, the head of the Comprehensive Business Department of Qingdao Jiaodong Airport Customs, introduced that the customs have achieved early identification and accurate disposal of high-risk luggage through data analysis and intelligent mapping, truly achieving both fast and manageable communication.
