The certificate of origin is known as the "paper gold" in international trade, which allows export enterprises to enjoy tariff reductions and other preferential treatment in the importing country. RCEP Certificate of Origin refers to the Certificate of Origin under the Regional Comprehensive Economic Partnership Agreement, which is an important document for proving the origin qualification and country of origin of goods during import clearance, determining tariff rates, and enjoying preferential tariff treatment.

Since the implementation of the RCEP policy on January 1, 2022, Xining Customs has regularly conducted evaluations of the effectiveness of the implementation of the free trade agreement based on the upgrading needs of the province's characteristic industries. It has guided enterprises to make good plans for enjoying benefits according to the scope of tax reduction lists, preferential tax rates, and operational procedures under different agreements, and guided enterprises to maximize the benefits of the policy. The one-time pass rate of certificate declaration has been increased to over 90%. Strengthen the intelligent review and signing mode of "appointment processing+intelligent review+self-service printing" to achieve "instant review and signing" of certificates. By 2025, the self-service printing rate of enterprises will increase by 64% year-on-year, effectively saving time and cost for enterprises and improving export efficiency.

According to customs statistics, in the whole year of 2025, Xining Customs issued 1094 certificates of origin, a year-on-year increase of 25.3%. Among them, 235 RCEP certificates of origin were issued, an increase of 32.8%.
