The Ministry of Commerce has issued the "Comprehensive Pilot Tasks for Expanding the Opening up of the Service Industry in 9 Cities including Dalian"

In order to implement the decisions and deployments of the Party Central Committee and the State Council, and with the approval of the State Council, the Ministry of Commerce recently issued the "Comprehensive Pilot Task for Expanding the Opening up of the Service Industry in 9 Cities including Dalian" (hereinafter referred to as the "Pilot Task"), further promoting the acceleration and strengthening of the opening up of the service industry.

The "Pilot Tasks" have assigned 159 pilot tasks to 9 cities including Dalian, Ningbo, Xiamen, Qingdao, Shenzhen, Hefei, Fuzhou, Xi'an, and Suzhou, mainly involving three aspects: firstly, comprehensively and effectively promoting the pilot work in 9 cities including Dalian. Clearly define the pilot tasks in the "Comprehensive Pilot Work Plan for Accelerating the Expansion and Opening up of the Service Industry" issued in April 2025 as common tasks to be implemented in 9 cities including Dalian. The second is to encourage 9 cities including Dalian to carry out differentiated exploration according to local conditions. Based on the geographical advantages and characteristic industries of the 9 cities, we will focus on multiple key areas of service industries such as telecommunications services, medical and health care, commerce, culture and tourism, and finance, and assign personalized tasks according to local conditions. The third is to strengthen organizational implementation. Put forward clear requirements around promoting implementation, adjusting laws and regulations, etc.

Next, the Ministry of Commerce will play a leading role, actively explore and boldly practice with relevant departments and provinces and cities, promote the implementation and refinement of various pilot tasks, and better play a driving role in the opening up, innovation, and high-quality development of the national service industry.
