At present, the effective number of invention patents in China exceeds 5 million, and the number of high-value invention patents per 10000 population reaches 16, exceeding the target of the 14th Five Year Plan. The "2025 Global Innovation Index Report" released by the World Intellectual Property Organization shows that China's ranking has risen to 10th place, entering the top ten globally for the first time.
As the "first door" of patent protection, improving the quality and efficiency of patent examination can better push the innovation "accelerator" to the bottom. Nowadays, in China, the average examination period for submitting an invention patent has been shortened to 15 months; Applying for a trademark takes about 4 months to complete the examination. This speed has already reached the international fastest level under similar systems. This is inseparable from China's internationally leading patent intelligent examination system and new generation trademark examination system. Shen Changyu, Director of the China National Intellectual Property Administration, introduced at the meeting that in 2025, China will focus on improving the quality and efficiency of intellectual property review, and continue to improve the quality of trademark review, with 972000 authorized invention patents and 4206000 registered trademarks throughout the year.
The speed has increased, and even the 'crooked path' needs to be blocked. The intellectual property department will severely crack down on patent applications and trademark registration, hoarding, and other behaviors that violate the principle of good faith and credit, and increase the governance of 'scheming trademarks'. Shen Changyu said that this year, we will further increase the governance of patent applications and malicious trademark registration behaviors that violate the principle of good faith and credit, improve the precise service guarantee of patent pre-approval, strengthen guidance on regional brand trademark registration applications, and promptly dispose of major adverse impact trademarks.
Whether innovative achievements can receive strong protection directly affects the enthusiasm of enterprises and researchers. Nowadays, this nationwide and rapidly responsive intellectual property protection network is constantly being woven.
In terms of domestic protection, there are currently 129 national intellectual property protection centers and rapid rights protection centers, with a total of 480000 cases of intellectual property protection and rights protection accepted. With the acceleration of Chinese enterprises' "going global" pace, overseas intellectual property protection is becoming increasingly important. There are 116 overseas intellectual property dispute response guidance platforms, which have provided guidance for over 4200 disputes and helped companies recover nearly 41 billion yuan in losses.
It is understood that this year, the China National Intellectual Property Administration will vigorously improve the level of intellectual property protection and create a better innovation environment. Accelerate the promotion of a new round of comprehensive revisions to the Trademark Law and the revision of the Regulations on the Protection of Integrated Circuit Layout Designs. Improve the intellectual property protection system in emerging fields. Promote research on intellectual property protection and application regulations. Accelerate the construction of data intellectual property protection rules and continue to deepen relevant pilot projects.
The transformation of existing patents in universities and research institutes has always been a difficulty and bottleneck in the transformation of scientific and technological achievements. How can we wake up the 'dormant patents' in the laboratory and' generate blood 'for economic development? A nationwide patent conversion and application special action has provided the answer. The special action will conduct an inventory analysis of 1.349 million existing patents in more than 2700 universities and research institutions across the country, and do a good job in matching and pushing them to enterprises. The number of patent transfer license registrations nationwide reached 1.458 million, a year-on-year increase of 48% compared to before the implementation of the special action. Among them, universities and research institutions increased by 105.6% year-on-year. The transaction volume of technology contracts involving patents exceeds one trillion yuan. Banking and financial institutions have cumulatively issued intellectual property pledge loans exceeding 900 billion yuan.
Shen Changyu stated that the next step is to continue to deepen the inventory and revitalization of existing patents in universities and research institutions, and to improve the due diligence exemption system for pre application evaluation and patent transfer conversion. What is even more worth looking forward to is that in the future, we will explore the use of artificial intelligence to promote the transformation and application of patents, support key regions to deepen the comprehensive pilot of intellectual property financial ecology, and expand the scope of service benefits.
