RCEP takes effect for four years, allowing enterprises to enjoy multiple benefits
Recently, at the RCEP Shandong Enterprise Service Center, Qingdao Customs officers issued three Regional Comprehensive Economic Partnership (RCEP) certificates of origin for canned passion fruit exported by Qingdao Kaichuang Food Co., Ltd. to Australia. With these certificates of origin, the canned passion fruit exported by the enterprise will enjoy zero tariff preferential treatment and a reduction of 5000 yuan in customs duties when cleared abroad.
Qingdao Kaichuang Food Co., Ltd. is a leading enterprise in the export of canned fruits and vegetables in China. The company's overseas markets cover hundreds of countries and regions, with an annual export volume exceeding 100 million US dollars.
Due to production processes and supply chain requirements, the canned fruits we export to Australia need to use fruits such as passion fruit imported from Southeast Asia, "said Wang Jiashun, the head of the international business department of the company. Due to the inability to meet the rules of origin of the China Australia Free Trade Agreement, the company has not been able to enjoy corresponding tariff reductions under the free trade agreement before the RCEP came into effect.
After the RCEP comes into effect, according to the preferential scheme designed by the customs, we can not only choose more Southeast Asian tropical fruits as raw materials, but also apply the rules of cumulative origin. Fruits imported from Southeast Asia can be regarded as originating ingredients, and canned fruits exported to Australia can obtain RCEP certificates of origin to enjoy benefits. ”Wang Jiashun said that benefiting from the dual policies of RCEP tariff reduction and cumulative rules of origin, the import of raw materials from Southeast Asia by enterprises will increase by 27.6% year-on-year in 2025.
Tariff concessions are the most important institutional opening-up achievement of RCEP in the field of goods trade. Although the China ASEAN Free Trade Agreement has been implemented for many years, dump trucks are not on Indonesia's tariff reduction list. Under RCEP, the import tariff rate for dump trucks exported by the company can be reduced from 5% to zero when cleared in Indonesia. ”Zhang Hongrui, a document officer at FAW Jiefang Qingdao Automobile Co., Ltd., said.
Since March 2025, FAW Jiefang Qingdao Automobile Co., Ltd. has actively explored the Southeast Asian market by leveraging the policy dividends brought by RCEP tariff reductions. It has applied for 86 RCEP certificates of origin and exported goods worth over 300 million yuan.
In order to enable more enterprises to enjoy the benefits of RCEP policies, Qingdao Customs actively carries out the "Spring Breeze Benefiting Enterprises" action, promotes the construction of "AI+Tariffs", accurately locates enterprises that lack benefits, and carries out targeted policy promotion and benefit guidance through various channels. As of now, RCEP has been in effect for four years, and Qingdao Customs has issued 457000 RCEP certificates of origin, ranking first among all visa agencies in China, with visa amounts exceeding 100 billion yuan.
