Guomen Times (front page): Customs in Shenzhen and Hainan work closely together to make the flow of goods and energy more free

The Hainan Free Trade Port is about to be fully closed, and Shenzhen Customs and Haikou Customs are working closely to promote the normalization of the "Haikou Shenzhen Cross border Bonded LNG Refueling" business and the efficient operation of the "Parallel Port" logistics model. New breakthroughs have been made in port and shipping development services and logistics model innovation, injecting momentum into the region's high-level opening up and high-quality development.  
On November 22nd, the "Ocean Oil 301" liquefied natural gas (LNG) transport and refueling ship successfully completed the refueling and supply of 3200 tons of bonded LNG loaded from the Hainan LNG receiving station to international vessels at Yantian Port in Shenzhen. Since the beginning of this year, 46000 tons of bonded LNG have been loaded from Yangpu, Hainan and supplied to Shenzhen Port, fully meeting the precise docking needs between Hainan's LNG resource advantages and Shenzhen Port's international shipping hub.  
The bonded fuel supply service for international shipping vessels is an important indicator for measuring the internationalization level of ports. In order to ensure the normal operation of the "Haikou Shenzhen Cross Customs Bonded LNG Refueling" business, Shenzhen Customs and Haikou Customs actively provide advanced services, strengthen information sharing, jointly formulate the operation process of cross customs bonded LNG direct supply, and provide full process guidance for ship service enterprise filing, refueling vessel filing, ship material supply application and other links, building a safe and efficient cross customs supervision system. This move not only reduces operating costs for enterprises and strongly supports the construction of a regional green shipping fuel supply center in Yangpu, Hainan, but also further enhances the international comprehensive service capabilities of Shenzhen Port.  
While energy supply innovation continues to advance, cooperation in logistics channel construction is also deepening. The "Parallel Port" logistics model jointly launched by Shenzhen Customs, Haikou Customs, and Zhanjiang Customs optimizes the route and cargo allocation between Shekou, Zhanjiang, and Yangpu ports, achieving interconnectivity and efficient coordination of port resources. Since the beginning of this year, the customs of the three regions have jointly supervised over 200000 tons of goods under this model.  
The person in charge of the Transport and Logistics Monitoring Department of the Shenzhen Customs Port Supervision Office introduced that the "parallel port" logistics model combined with policies such as "domestic and foreign trade on the same ship" can increase the loading rate of ships between the three ports from about 30% to 80%, while reducing the required transportation capacity by more than 50%. This model is conducive to promoting the "policy exchange and route interconnection" in the shipping field between Hainan Free Trade Port and Guangdong Hong Kong Macao Greater Bay Area, building a trans regional route system of "multiple ports as one port", integrating the international shipping network of the Pearl River Delta in the Greater Bay Area with the deep-water coastline and hinterland resources of western Guangdong and Hainan, and creating a "shipping chain" connecting South China, Southwest China and Southeast Asia.  
Next, Shenzhen Customs will work together with Haikou Customs to continuously deepen cross customs cooperation, continuously improve regulatory service efficiency, promote the formation of a virtuous cycle of "promoting trade through logistics and promoting industry through trade", and provide stronger customs support for the coordinated development of the Guangdong Hong Kong Macao Greater Bay Area and the Hainan Free Trade Port, serving the new development pattern of domestic and international dual circulation.
