The "separate transportation and centralized inspection" mode helps to reduce costs and accelerate the export of liquefied products
Recently, a ship carrying 21000 tons of exported liquid caustic soda was inspected and approved by Longkou Customs under Qingdao Customs before being shipped for export as planned. This is the 44th batch of liquid chemicals that Longkou Customs has adopted the "separate transportation and centralized inspection" mode to supervise exports.
Domestic export liquid bulk chemical enterprises, in addition to production oriented ones, trade oriented enterprises usually purchase products from multiple locations and manufacturers, and transport them uniformly to the consolidation site for storage tanks. Under the traditional mode, enterprises exporting bulk liquid chemicals need to apply for inspection separately from the customs of each production location. After obtaining the inspection certificate, they can then declare the export to the customs of the assembly location, which is cumbersome, time-consuming, and costly.
Longkou Customs thoroughly implements the decision and deployment of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China on "building a new system of higher-level open economy", actively connects with the strategic direction of optimizing the modern logistics system and improving trade facilitation in the national "15th Five Year Plan", focuses on serving the new development pattern, actively implements and continuously deepens the reform of "separate transportation and inspection" customs business, formulates special work plans in accordance with the "one enterprise, one policy" approach, and implements differentiated management based on factors such as cargo grouping methods and liquid chemical risk types.
Under the 'separate transportation and centralized inspection' mode, enterprises transport bulk exported liquid chemicals through pipelines, tank trucks, or ships to the consolidation site, where the customs accepts the enterprise's export declaration and conducts inspection. Ren Ping, the head of the Inspection Department of Longkou Customs, introduced that the customs has integrated the previously scattered inspection process into a centralized inspection at the consolidation site, improving customs clearance efficiency, reducing enterprise costs, and avoiding regulatory risks during the transportation of goods from the origin to the port.
The 'separate transportation and inspection' model facilitates enterprises to flexibly arrange logistics, consolidate goods at the port in advance, and significantly accelerate customs clearance speed, "said Zheng Wei, director of the marketing center of Longkou Port Group Co., Ltd." The new model will attract more than 600000 tons of bulk liquid hazardous chemicals to Longkou Port for storage and export
Since the implementation of this model, Longkou Customs has cumulatively supervised the export of 819000 tons of bulk liquid chemicals, reducing the average inspection time by 10 to 15 days.
