The total amount of goods in this shipment is 100 TEUs, with a declared deduction of 132000 yuan for freight and 17160 yuan for tax, marking the official implementation of the new model of inland waterway freight deduction by third-party intermediaries in Chizhou.

It is reported that the "inland waterway freight deduction" policy allows enterprises to exclude the separately listed or quantifiable inland waterway freight from the total price when paying taxes on imported goods, thereby reducing the tax base. However, in practical operation, under the CIF trade model, international transportation and inland waterway transportation costs are often combined and calculated, making it difficult for enterprises to provide separate inland waterway freight vouchers, and facing the dilemma of "wanting to deduct without basis and having a complicated declaration process".

In order to ensure that policy dividends truly fall into the pockets of enterprises, Chizhou Customs, a subsidiary of Hefei Customs, has taken the initiative to provide front-line services in conjunction with commercial departments. They have visited multiple shipping companies, freight forwarding companies, and key foreign trade enterprises to clarify the pricing rules and implementation bottlenecks of inland waterway freight, guide enterprises to introduce third-party intermediaries, and use the inland waterway freight related reports issued by third-party accounting firms as the accounting basis. This has changed the previous situation of "difficult self certification by enterprises and long customs review", and achieved "one report, efficient benefits". After the implementation of the new model, it is expected to reduce taxes and fees by about 500000 yuan per year for import enterprises in Chizhou City.

After the successful pilot of the first shipment business, Chizhou Customs has now promoted this model to all eligible import enterprises in its jurisdiction. Next, the customs will also collaborate with the commerce department to conduct specialized training, dynamically track enterprise feedback, continuously optimize processes, and help Chizhou's foreign trade development enter the "fast lane".
