Over 400 million yuan worth of goods benefiting from "zero tariffs" imported from Hainan Free Trade Port, highlights of the first week of island wide customs closure

Haikou, December 25th (Reporter Cao Wenxuan) - Hainan Free Trade Port has officially launched its first week of island wide closure, with policy dividends continuously released, continuing to empower industrial development. According to statistics from Haikou Customs, from December 18th to 24th, Haikou Customs supervised over 400 million yuan worth of "zero tariff" imported goods on the "front line"; Supervise "second-line" domestic sales processing value-added duty-free goods exceeding 20 million yuan.

On December 23rd, in the factory area of Hainan Baoting Yezefang Food Co., Ltd., workers loaded boxes of coconut oil products onto trucks and sent them to Guangzhou through the "second tier port" (freight) centralized inspection site of Haikou Xinhai Port and Nangang. This batch of goods became the first batch of goods to use Hainan's self-produced goods for processing and value-added services after the closure of the entire island of Hainan.

The relevant person in charge of the company, Zhou Fuqiong, said, "The first time it was processed, the filing and customs declaration went smoothly, accumulating experience for the company's future business development." It is understood that after the closure of Hainan Island, the value of Hainan's self-produced goods recognized can be deducted from the price of domestically purchased materials used by value-added filing enterprises and included in the value-added part, making it easier to achieve a 30% value-added rate, which is conducive to promoting the development of local industries in Hainan.

Many of our raw materials come from overseas, and with the help of the free trade port's' processing value-added duty-free 'policy, production costs have been significantly reduced, and the competitiveness of our products in the market has been significantly improved, "a staff member from a company who came to consult with customs declaration units told reporters.

The upgrading of open policies such as "zero tariffs and low tax rates" implemented by Hainan Free Trade Port has attracted more foreign trade entities to invest and develop in Hainan. In the first week of the lockdown, Hainan added 1972 newly registered foreign trade enterprises, a year-on-year increase of 2.3 times. As of now, Hainan has added more than 30000 newly registered customs declaration units throughout the year, a year-on-year increase of over 40%.

One month before the launch of the island wide lockdown in Hainan, a new round of policy adjustments was made to the offshore duty-free policy. The beneficiaries of the offshore duty-free policy have been expanded to include departing passengers, and the variety of goods has been expanded to 47 categories. Six types of domestic goods, including ceramic products and tea, are allowed to be sold in offshore duty-free shops. The combination of favorable policies and the closure effect has led to a wave of enthusiasm in the duty-free consumption market on Hainan's outlying islands. From December 18th to 24th, the duty-free shopping amount on Hainan's outlying islands reached 1.1 billion yuan, with 165000 shoppers and 775000 items purchased, up 54.9%, 34.1%, and 11.8% year-on-year, respectively.

The Overall Plan for the Construction of Hainan Free Trade Port proposes to implement a more open air transport policy and support the pilot opening of the seventh freedom of navigation rights in Hainan. On December 21st, the DV481 flight from Sanya, Hainan to Prague, Czech Republic took off from Sanya Phoenix International Airport. This route is the first seventh air traffic rights route put into operation in China. In the first week of customs operation, Haikou Customs supervised a total of 76000 inbound and outbound personnel at the airport port.
