Zhangzhou LNG receiving station unloads over 1 million tons of imported LNG
On November 16th, at the LNG receiving terminal in Zhangzhou, an LNG transport ship successfully docked, and 61000 tons of imported LNG cleared customs under the supervision of Zhangzhou Customs. The station staff immediately entered the tense unloading preparation stage. This marks that since the first LNG import in May 2024, the total amount of LNG unloaded and imported at Zhangzhou LNG receiving station has exceeded 1 million tons, reaching 1.033 million tons. Among them, a total of 573000 tons of imported LNG have been unloaded this year, a year-on-year increase of 70.3%.
It is reported that the Zhangzhou LNG project is the first newly built and put into operation LNG receiving station in China in 2024. It is located in Xinggu Bay, Longhai District, Zhangzhou City, Fujian Province, and is the second largest gas source in Fujian Province. At present, the first phase of the project in operation mainly includes three 160000 cubic meter LNG storage tanks and one 80000 to 270000 cubic meter LNG ship unloading berth. The supporting export pipeline is connected to the main natural gas pipeline network of the country through the West East Gas Pipeline 3, and together with the Xiuyu LNG receiving station, it forms a dual gas source ring road in Fujian Province, forming a three-dimensional gas supply pipeline network pattern of "sea intake land transmission and distribution".
Since its operation nearly 18 months ago, the Zhangzhou LNG receiving station has served 17 international LNG transport ships, processing and exporting nearly 1.3 billion cubic meters of gas. Through high-pressure pipelines and low-temperature tank trucks, LNG has been supplied to various cities in Fujian and radiated to Guangdong, Jiangxi, Zhejiang, Hunan and other regions. It can meet the daily gas needs of more than 5 million households every year, and has made contributions to enriching and improving the national oil and gas infrastructure configuration, channels and capabilities to a certain extent. ”Xie Chengjia, Business Manager of Zhangzhou LNG Market of National Pipeline Network Group, introduced.
As a high-quality green and low-carbon energy source, it is estimated that as of now, the export gas volume of Zhangzhou LNG receiving station can reduce carbon dioxide emissions by about 3.83 million tons, equivalent to replacing about 1.71 million tons of standard coal and planting 5.72 million hectares of trees. This has a positive significance for building a "Beautiful Fujian" and promoting industrial green transformation.
In order to ensure the safe and fast clearance of LNG, Zhangzhou Customs focuses on optimizing the regulatory operation process, establishing emergency support mechanisms, implementing convenient measures such as early declaration and ship inspection upon arrival, and ensuring the smooth unloading of imported LNG on each ship. At the same time, we also focus on 'small' projects and micro innovations, supporting and guiding enterprises to develop and launch an LNG information management platform. Through real-time remote collection and monitoring of key parameters such as LNG storage capacity, pressure, and temperature in closed storage tanks, it is convenient to timely monitor abnormal changes in tank liquid levels, accelerate disposal speed, and better ensure energy storage and transportation safety. ”Li Zhengkai, the head of the Port Supervision Department at the Zhangzhou Customs Office under Xiamen Customs, said.
As winter approaches, natural gas consumption will reach a seasonal peak, and natural gas supply will enter a critical period of preparation, "said Xie Chengjia." We expect to unload three more ships of imported LNG before the end of the year. Thanks to the efficient services provided by customs, each LNG ship's operating time at the port is now controlled within 24 hours, which will provide sufficient confidence for the company to ensure winter energy supply and provide livelihood services. ”
At present, the Longjiao Operation Area in Houshi Port Area, where the Zhangzhou LNG receiving station is located, has been included in the 2025 National Port Opening Trial Plan. Zhangzhou Customs is continuously increasing its guidance on promoting the formal acceptance of port and shore opening, while also assisting enterprises in exploring the development of ship bonded LNG refueling business, further enriching the industry.
It is reported that in addition to effectively meeting the gas demand of surrounding areas, LNG has enormous potential for the utilization of cold energy, which can lead to services such as cold chain warehousing and logistics, industrial refrigeration, and low-temperature rubber crushing. In the future, the Zhangzhou LNG project will be based on the development of the "15th Five Year Plan", supporting the construction of the Zhangzhou Longhai Zero Carbon Industrial Park with cold energy supply, and contributing to the acceleration of the construction of a new energy system and the formation of a green production mode.
