Qingdao Port is new! The official release of "Customs Hong Kong Connection 2.0"
On December 10th, Huangdao Customs, together with five units including Qingdao Free Trade Zone, Dongjiakou Port Customs, Shandong Port Qingdao Port Group, and Shandong Port Technology Group, officially released the "Cloud Port Connection · Customs Port Connection 2.0".
As an important innovative achievement of the cooperation between the district and the port, "Guan Gang Tong 1.0" has been launched in 2021, and has been the first in the country to achieve online processing of general cargo inspection business, intelligent inspection sorting, "7+2+1" node publicity, "early machine inspection+direct installation and delivery" and other functions. It has been awarded the Best Case of Institutional Innovation in Shandong Free Trade Zone, the Excellent Case of Qingdao's Optimizing Business Environment "Gold List, and the Top Ten Achievements of Digital Economy.
On the basis of version 1.0, 'Customs and Port Connect 2.0' takes it a step further, focusing on providing cross regional inspection, online ride hailing, sample management, initial screening and identification, quarantine treatment, online purchase and sealing, and on-site notification services, promoting deep integration of on-site business and smooth inspection at every step, "said Zhang Yilei, Deputy Director of the Inspection and Quarantine Department of Huangdao Customs.
In response to the demand for "smart customs, smart ports, and integrated development of smart ports", the five parties including Quguan Port have deeply promoted personalized services and smart supervision in six major sectors: general cargo, grain, bulk mineral products, cold chain, dangerous goods, and LCL. They have created exclusive service modules such as "Smart Cold Chain", "Mining Smart Chain", "Grain Easy Pass", "Hazard Awareness Pass", and "Pinhui Pass" to achieve online control of the entire process.
Taking cold chain containers as an example, relying on 'Hui Cold Chain' to accurately detect and automatically verify the temperature of goods on both sides of the sea and land, containers that require paper temperature records can save an average of 24-48 hours of inspection waiting time, "said Liu Jiang, General Manager of Qingdao Jinyi Penghong International Logistics Co., Ltd.
The data transmission between customs and ports is the "nerve center" of the "customs port connection", and its security and efficiency are directly related to the speed of each shipment of goods. Customs collaborates with ports to precisely focus on bulk cargo fields such as grain, ore, cotton, and recycled metals, building a "green channel" for data transmission, and solving key commodity clearance problems through "business model innovation+process optimization and reconstruction", achieving precise supervision of the entire chain from declaration, unloading, inspection to shipment.
The 'Customs and Port Connect 2.0' basically covers the main types of goods in the port, providing convenient customs clearance for import and export enterprises. This is reflected in the business environment of the port, and Qingdao Port has ranked first in the evaluation of cross-border trade business environment for container goods at sea ports for four consecutive years, "said Ren Lingli, a first level expert of Shandong Port Qingdao Port Group.
Through deep technological empowerment and full process reengineering, "Customs and Port Connect 2.0" promotes more efficient cargo flow and more precise supervision, allowing enterprises to truly enjoy the dividends of collaborative innovation and becoming a landmark achievement in deepening cooperation between regional customs and ports and empowering high-quality port services.
Zhang Li, Director of the Second Inspection Department of Huangdao Customs, stated that "Customs Port Connection 2.0" will answer with achievements and break through with innovation, building a "digital+collaborative" intelligent inspection system covering multiple categories. It will further promote the upgrading of the district customs port collaboration from a single point breakthrough to a full chain upgrade in multiple fields, jointly build a new ecology of port operations, and help Qingdao Port continue to develop towards a more efficient, convenient, and intelligent direction.
