South Korea imposes temporary anti-dumping duties on Thai fiberboard

On November 28, 2025, the South Korean Ministry of Planning and Finance issued Announcement No. 2025-46, imposing temporary anti-dumping duties on fiberboard of wood or other ligneous materials originating in Thailand with a thickness not exceeding 5 millimeters. The tax rate for Thai manufacturer/exporter Panel Plus MDF Co., Ltd. and its affiliates and exporters is 11.92%, and the tax rate for Advance Fiber Co., Ltd. and its affiliates and other manufacturers/exporters is 19.43%. The measures will come into effect on November 28, 2025, with a validity period of four months until March 27, 2026. The Korean tax numbers of the products involved are 4411.12.1000, 4411.12.9000, 4411.92.1000, 4411.92.9010, 4411.92.9090, 4411.93.1000, 4411.93.9010, 4411.93.9090, 4411.94.1000, and 4411.94.9000.

On May 7, 2025, South Korea initiated an anti-dumping investigation into fiberboard originating from Thailand with a thickness not exceeding 5 millimeters. The anti-dumping investigation period for the case is from January 1, 2024 to December 31, 2024, and the injury investigation period is from January 1, 2021 to December 31, 2024.
